SPECIAL POLICE OFFICER

Job Summary The position is located in the DC Public Library, Public Safety Division. It serves as a Special Police Officer (SPO) within the Office of Public Safety (OPS), safeguarding the lives and property of DCPL by providing a safe environment for employees and the public on DCPL properties and 26 branches. The DC Public Library is seeking full‑time Special Police Officers. Major Duties and Responsibilities Responsibilities include: Patrol and maintain law and order by observing, reporting, and responding to illegal activity on DCPL premises. Observe conditions and take appropriate action for potential or actual violations of laws or guidelines. Respond to calls from citizens, patrons, and employees in cases of criminal activity and violations of DCPL behavioral guidelines. Investigate circumstances of the call and determine if arrest or other action is warranted. Complete appropriate reports and exercise full arrest authority as the arresting officer. Participate actively in prosecutions and in short‑term investigations under the guidance of a higher‑ranking OPS officer. Investigate thefts and other crimes from persons on library premises. Routinely patrol and inspect the building and grounds to prevent crimes and violations of the DCPL Code of Conduct. Monitor/operate two‑way radio and phone systems and act as communication dispatcher as needed or assigned. Assist MPD, federal law agencies, and other enforcement agencies as needed. Check, inspect, and secure the exterior of the building, entrances, and windows. Perform other related duties as assigned. Minimum Qualification Requirements High school diploma or its equivalent (GED). Valid unrestricted vehicle driver license from the state of residence, maintained in good standing. U.S. citizen. At least 21 years of age at appointment. Ability to read, write, and speak English. Physically and psychologically fit to perform the duties of a SPO as certified by a licensed physician. Preferred Qualifications Prior security, law enforcement, military, or public safety experience, including prior SPO experience. Firearms proficiency. Experience working in a public‑facing environment such as libraries, schools, hospitals, or municipal facilities. Experience managing difficult or de‑escalation situations. Experience writing incident reports, conducting security checks, or monitoring security systems. Completion of security‑related training (defensive tactics, de‑escalation, first aid/CPR/AED, crisis intervention, etc.). Strong interpersonal and customer service skills in diverse community environments. Ability to assess risks, maintain situational awareness, and respond appropriately to security incidents. Character and Background Proof of good character and satisfactory background is required. Disqualifying factors include custodial or criminal history indicating lack of moral character, repeated arrests or convictions, dishonorable discharge from the Armed Forces, conviction of petit larceny, or felony or domestic violence misdemeanor convictions. Licenses and Certifications Upon appointment, the officer must obtain and maintain a Special Police Officer commission, successfully complete firearms qualification, and maintain a valid motor vehicle license issued by the state of residence. Working Conditions The role requires constant mental focus and physical exertion, including long periods of standing, walking over uneven surfaces, climbing stairs, and lifting heavy items. It also demands agility and strength to pursue, apprehend, and detain or arrest uncooperative suspects, or defend against physical attack. Schedule and Availability The position is essential and requires work on weekends, nights, and various shifts, including double shifts when warranted. The officer must be available for after‑hours phone calls and emergency recall. Work schedules are rotating and may include weekends, day, evening, and midnight shifts to support a 24/7/365 operation. Salary The position is a Career Service Regular appointment at CS 7. Salary ranges from $58,763 to $65,386.
