Attorney IV
Under general direction of an Attorney Supervisor at the California High-Speed Rail Authority (Authority), at the advanced journey level, the Attorney will be responsible for independently providing a broad spectrum of legal advice on more complex and diverse legal activities regarding the Authority’s operations and objectives. The incumbent will complete more complex and sensitive assignments and provide legal advice and guidance by utilizing California statutory and regulatory authority related to the more complex legal issues pertaining to construction, procurements, contracts, conflicts of interest, the Public Records Act, and other matters pertaining to the Authority’s operations and implementation of the California high-speed rail system. The incumbent works closely with, and directs, private outside counsel and the Attorney General’s Office regarding legal advice on unique, complex issues and litigation.

The incumbent will complete complex and sensitive assignments and provide legal advice and guidance by utilizing California statutory and regulatory authority related to complex legal issues pertaining to construction, procurements, contracts, conflicts of interest, the Public Records Act, and other matters pertaining to the Authority’s operations and implementation of the California high-speed rail system. The incumbent works closely with, and directs, private outside counsel and the Attorney General’s Office regarding legal advice on unique, complex issues and litigation.

Working Conditions
Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.Special Requirements
A Statement of Qualifications (SOQ) is required for this position. An SOQ is a narrative that describes your qualifications for this position. - Experience drafting, reviewing, and revising contracts.
- Experience working in a fast-paced environment with multiple conflicting priorities.
- Ability to negotiate and build relationships with stakeholders and private and public entities.
- Ability to build and maintain good working relationships with clients at all levels, colleagues, stakeholders, and others inside and outside of the organization.
- Experience presenting opinions, ideas or advice to, and in front of, numerous individuals.
- Experience advising high-level government or corporate employees/officials in legal matters.
- Ability to communicate complex legal information to clients and other parties.
- Ability to weigh legal, technical, and political risks to provide recommendation and guidance to clients.
- Ability to balance priorities from numerous clients regarding an array of subjects.
