We are seeking a senior Business Analyst to support the Virginia Department of Transportation (VDOT) Tolling Modernization Program. Reporting to the Development Manager, this role performs business and system analysis across microservices architectures, API workflows, and legacy application modernizations. The position bridges communication between architects, developers, QA testers, and operational leads by translating complex requirements into clear user stories, acceptance criteria, and process flows while providing light QA validation within an Agile/Scrum framework.

Key Responsibilities
- Requirements & User Story Creation: Elicit, refine, and document functional/technical requirements into granular user stories, acceptance criteria, and process maps for microservices and API modernization.
- Agile Backlog Management: Utilize Azure DevOps (ADO) Boards to manage, prioritize, and track backlog items, user stories, and task completion across sprints.
- Technical Analysis & Data Validation: Interpret basic SQL queries, evaluate relational database structures, and map data flows between modern microservices and integrated state platforms.
- Cross-Team Facilitation: Host requirement clarification sessions to align software developers, cloud architects, QA testers, and business stakeholders.
- QA Validation Support: Conduct functional acceptance testing and requirement traceability reviews to ensure delivered software meets documented acceptance criteria.
Required Skills & Qualifications
- Business & Systems Analysis: 7+ years of experience conducting systems analysis, workflow mapping, and requirements gathering for large enterprise applications.
- API & Application Modernization: 7+ years creating detailed technical requirements for RESTful APIs, integration workflows, and modernizing legacy applications.
- Agile / Scrum Delivery: 7+ years working within Agile methodologies, authoring user stories, and establishing clear acceptance criteria.
- Azure DevOps (ADO): 7+ years utilizing Azure DevOps Boards for product backlog management, story mapping, and sprint tracking.
- SQL & Data Querying: 7+ years interpreting standard SQL queries, inspecting database tables, and working with relational data structures.
- Communication: Superior verbal/written communication and technical documentation skills.
Desired Skills & Qualifications
- Microservices Architecture: 4+ years of hands-on experience specifying requirements for microservices-based software environments.
- Regulatory & Compliance Environments: 4+ years working in regulatory, compliance-driven, or public sector IT environments.
- Transportation / Tolling Domain: 2+ years of domain experience in electronic tolling, intelligent transportation systems (ITS), or transportation agency operations.
