The Center is the largest 9-1-1 center in Alabama, serving 423,000 Madison County residents and 100,000 commuters.The OpportunityHMC 9-1-1 is seeking a visionary Deputy Director of Operations to lead our 24/7 operations, oversee a skilled team of dispatch professionals, and ensure compliance with all federal, state, and local regulations. The Huntsville-Madison County 9-1-1 Center Deputy Director of Operations, in collaboration with the Executive Director, establishes the strategic vision, goals, and objectives necessary to fulfill the mission of the 9-1-1 Center. This position provides leadership and oversight for all operational aspects of the 9-1-1 system, including planning, organizing, staffing, coordinating, and directing the day-to-day operations of the communications center for the Operations Division.Responsibilities include developing and managing the operational budget; participating in the evaluation, procurement, maintenance, and replacement of communications equipment and technology; and overseeing personnel management, including recruitment, training, performance evaluation, and professional development. The Deputy Director of Operations ensures compliance with applicable policies, procedures, standards, and regulatory requirements while promoting operational excellence and continuous improvement.The Deputy Director also monitors emerging trends, technologies, and best practices in public safety communications to support innovation, enhance service delivery, and maintain MCCD's position as a leader in the public safety communications community.Essential FunctionsIn coordination with the Executive Director, directs assigned staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendationsKeeps Executive Director informed of problems and progress in a timely mannerMeets with Operations Executive Committee (OEC) to ensure decisions affecting the 9-1-1 Center meet the needs of the user communityDevelops short- and long-term plans and strategies for 9-1-1 systems for Madison County, which includes preparation of annual operating capital Develops plans and strategies for upgrades from Enhanced 9-1-1 to state of the art systems involving a number of phases and interrelated contracts spanning several yearsPromotes awareness among the citizens of Madison County as to the use of the 9-1-1 emergency telephone system; coordinates with all law enforcement, fire, and medical agencies in all matters pertaining to the 9-1-1 emergency telephone system, and provides periodic informational updates to all local jurisdiction and local agenciesCoordinates 9-1-1 issues with participating telephone companies and other vendorsMaintains and monitors a procedure manual as to the necessary work activities; develops a continuing process to ensure the database is maintained in a current status for use by all emergency servicesMonitors new developments within the communications industry and recommends updates to the system as enhancements are developedResponsible for the establishment and management of PSAP protocol procedures and the 9-1-1 disaster contingency planCould act as a Project Manager for major 9-1-1 systems upgrades and replacements; coordinates all levels of hardware and software installation and testingPerforms other job-related duties as assignedQualificationsMust be at least 25 years of age and possess a high school diploma or Associate's or Bachelor's degree in Emergency Management, Public Safety, Communications, Business Administration, or a related field is preferred.Minimum of seven (7) years of experience in emergency communications, public safety dispatch, or a related field, including at least five (5) years of law enforcement, fire, or EMS dispatch experience preferred.Minimum of three (3) years of progressive leadership experience in a Public Safety Answering Point (PSAP) or emergency communications center.Possess practical knowledge of public safety communications technologies, county 9-1-1 systems, and applicable federal, state, and local laws, regulations, and standards; or an equivalent combination of education and experience.REQUIRED CERTIFICATIONSAPCO Public Safety Telecommunicator I (or equivalent)Emergency Police Dispatch (EPD)CPR CertificationFEMA/NIMS ICS-100, ICS-200, ICS-300, IS-700, and IS-800Must successfully complete ICS-400 within six (6) months of Must obtain EPD-Q certification within one (1) year of Center Manager Certification Program (CMCP)Ability to obtain and maintain either Emergency Number Professional (ENP), Registered Public-Safety Leader (RPL), Communications Center Manager (CCM), or equivalent professional certification within one (1) year of employment is preferred.Must possess a valid Alabama Driver's License, or equivalentKNOWLEDGE, SKILLS, AND ABILITIESThorough knowledge of public safety communications operations, PSAP management, emergency communications technologies, CAD, radio, telephony, NG9-1-1 systems, and related infrastructure.Knowledge of supervisory and management principles, strategic planning, budgeting, project management, and organizational leadership.Working knowledge of applicable federal, state, and local laws, regulations, standards, and best practices governing emergency communications Ability to develop, administer, and monitor operational budgets, contracts, equipment procurement, and vendor performance.Ability to evaluate, implement, and maintain advanced communications systems and technologies while planning for future operational and technological needs.Ability to analyze complex operational and technical issues, identify solutions, and make sound decisions under pressure.Skill in planning, organizing, directing, and evaluating the work of subordinate personnel while fostering accountability, professionalism, and continuous Demonstrated ability to recruit, mentor, develop, and prepare future leaders within the organization.Ability to build collaborative working relationships with employees, public safety agencies, elected officials, vendors, and community partners.Demonstrated commitment to teamwork, professionalism, and customer service while promoting a positive organizational culture.Ability to communicate effectively, both orally and in writing, including preparing reports, policies, technical documentation, and presentations.Ability to interpret technical manuals, schematics, and system documentation, and coordinate maintenance and repair of mission-critical public safety communications systems.Proficiency in Microsoft Office applications and other software used to support emergency communications operations.Ability to work effectively with individuals of diverse backgrounds while maintaining the highest standards of integrity, professionalism, and ethical PHYSICAL DEMANDS:Regular use of telephones, computers, mobile devices, texting, and email is essential to perform the duties of this position. The position requires sitting for extended periods, frequent use of hands and fingers to operate computers and other office equipment, and the ability to communicate effectively in person, by telephone, and electronically.Hearing and vision sufficient to receive information, prepare and review documents, and inspect technology equipment are required. The position may also require theoccasional lifting and moving of equipment or materials weighing up to 25 pounds independently.WORK ENVIRONMENT:While performing the duties of this job, the employee will typically work in an indoor environment.
