CEQA Project Manager

BKF is hiring an Environmental Project Manager to lead Environmental Compliance (CEQA/NEPA) projects and expand our CEQA/NEPA services throughout California. The Project Manager can work remotely or in a hybrid manner, sharing time between a California office and home. Essential Duties and Responsibilities Work with company leadership to achieve performance goals for the Environmental Planning team. Reestablish industry contacts and build relationships with existing and prospective clients to create a steady pipeline. Lead environmental compliance as a project manager, overseeing CEQA/NEPA document preparation, related technical studies, and peer review. Manage environmental compliance documents for a variety of projects, including land development, municipal/local/regional government, transportation, water, energy, general plans, housing, and higher education. Drive thought leadership and BKF name recognition through participation in industry associations, presenting at conferences, publishing white papers, and leading professional organizations. Guide and oversee environmental professional staff in technical, management, leadership, and client service skill sets. Ensure the BKF Environmental Planning team excels technically and financially by overseeing project performance and maintaining high standards in proposals and work product quality. Coordinate complex environmental projects and multi-agency/multi-jurisdictional planning efforts. Strategize environmental compliance needs, from exemptions and exclusions to EIRs and EISs. Plan and coordinate projects, developing scope of work, environmental compliance documents, research, data analysis, timelines, budgets, and invoicing. Serve as a technical consultant to elected officials, citizen groups, and stakeholders on planning policies, zoning issues, ordinance changes, and environmental regulations. Facilitate public involvement through meetings and presentations to discuss planning initiatives and evaluate opposing views. Coordinate consultants and contractors assigned to specific projects. Supervise and coach a team, developing staff capabilities. Qualifications Bachelor’s degree in Urban Planning, Environmental Science, or a related field. Master’s degree in a related field is preferred. Certification from the American Institute of Certified Planners (AICP) is desirable. Minimum of 10 years of progressive leadership experience overseeing planning and environmental professionals. Progressively responsible project management experience on CEQA and NEPA projects in California. Proven ability to supervise staff. Strong communication skills, both one-on-one and in front of large groups. High energy, passionate, forward‑thinking, results‑oriented, team player, and resourceful leader. Excellent at building and maintaining effective working relationships. Effective team management and client communication skills. Ability to handle critical conversations with internal staff, managers, and leaders. Valid California Class C driver’s license and acceptable driver’s record. Physical Demands Must be able to regularly talk, hear and operate a computer, keyboard and mouse and occasionally lift, pull/push and carry up to 20 pounds with accommodations. Work Conditions Exposure to constant or intermittent sounds at a low or moderate level consistent with an office setting. Exposure to a high‑stress, fast‑paced, deadline‑oriented environment. Travel to other BKF locations and client sites may be required.
