Payroll Specialist / Human Resource Generalist The Human Resource Generalist is responsible for a broad range of human resource duties including payroll, benefit administration, retirement, recruitment, and training. Essential Job Functions Maintains personnel records, computes and prepares payroll, posts compensated absences to update individual sick and vacation balances. Verifies employment/earnings when requested. Forwards workers compensation and insurance forms to the County Insurance/Benefits Coordinator. Assists with recruitment initiatives, conducts new hire orientation presentation, and manages new hire paperwork. Coordinates training initiatives with HR and Management teams. Researches, interviews trainers, coordinates and schedules management, employee, and development training and special events. Assists with compliance of all federal and state regulations and government reporting requirements (EEO, ADA, FMLA, ERISA, Department of Labor, OSHA). Assists with employee benefit administration, self‑insured workers compensation, policies, and procedures. Knowledge, Skills, and Abilities This position requires maintaining knowledge of public employee benefits, retirement, and self‑insured workers compensation; performing payroll and related responsibilities; new hire orientation; maintaining employee procedures, guidelines, and documents; overseeing records and employee databases; ensuring compliance with departmental, state, and federal rules and regulations. Applicants should demonstrate a high degree of initiative and logic, exercise good judgment, exhibit sound decision‑making when faced with complex or unique situations, demonstrate a high degree of confidentiality and ethical standards, and consistently deliver general customer service in a professional fashion. Minimum Qualifications High School diploma or GED. Valid Ohio driver’s license with a safe driving record. Minimum two years of related experience in this field. Job Type and Compensation Full Time. Pay: Starting $20.32 per hour. Benefits Medical, Dental, Rx, Vision, Telemedicine, Gym Membership, EAP. 12 Paid Holidays. Sick (4.6 hrs./pay), Vacation (3.1 hrs./pay), Personal Days (6/yr. from sick time). Overtime, Compensation Time, PERS (10% employee contribution with 14% employer contribution).
