Budget Analyst

Job TitleDefinition Review and analyze historical and current financial and accounting records to assist in preparing, maintaining, monitoring, and analyzing the State and Federal Career Technical Education (CTE) budgets; provide regular and scheduled reports to the Director of CTE to ensure accountability and for effective decision making. Assist in reviewing Oracle documents and maintaining a database to ensure positions are allocated within allotted funding. Prepare various other analyses and reports as requested by the Director of CTE.Duties and Responsibilities•Assist the Director of CTE in preparing, maintaining, monitoring, and analyzing the State and Federal annual budgets. •Set up and maintain files of a large and varied number of subjects. •Monitor spending compliance for all funds to ensure that funds are spent according to state and federal regulations per the CTE Fiscal Policy Guide. •Interpret various statutes, policies, and compliance standards in order to ensure budgetary and spending compliance. •Prepare various analyses of expenditures and funding trends; analyze these data and make recommendations for budget adjustments. •Submit federal budgets for approval to the Department of Public Instruction (DPI) via the LEA Budgeting and Amendment System (LBAS). •Assist the Director of CTE with reviewing PARs. •Maintain a database for state and federally-funded positions to ensure positions are within allotted numbers. •Respond to the training needs of schools with state and federal budget preparation, analysis, and clarification of financial data. •Attend and participate in meetings with human resource personnel related to the allocation of school personnel positions. •Prepare various other analyses and reports as requested by the Director of CTE. •Keep financial records and reports. •Maintain a variety of records, spreadsheets, notebooks, and files to support the department's budgeting and accounting system. •Prepare spreadsheets and maintain files of school positions allotted. •Other duties as assigned.Knowledge, Skills, and Abilities•Thorough knowledge of bookkeeping practices and methods and generally accepted accounting principles. •Ability to follow established policies and procedures. •Ability to operate a variety of office machines such as a computer, fax, copier, calculator, and others required for the position. •Proficient in using the AS400 program. •Proficient in Excel and Microsoft Word. •Ability to exercise good judgment in analyzing and solving problems and performing financial research projects. •Ability to meet deadlines and work under pressure. •Ability to establish and maintain effective professional working relationships with co-workers, supervisors, departmental and school managers, employees, and the general public. •Ability to communicate effectively in oral and written forms.Physical Requirements• Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly. • Requires climbing, stooping, kneeling, crouching, hearing, reaching, standing, lifting, walking, grasping, and talking. • Hearing: perceiving nature of sounds by ear. • Must possess the visual acuity to prepare data, work with records processes, and do extensive reading and research. • Must be physically able to operate a variety of equipment including computers, copiers, etc.Desirable Education and Experience•Completion of an Associate Degree in accounting from a community college and four years of experience in accounting or fiscal operation in an automated environment; or an equivalent combination of education and experience. •Bachelor's degree in accounting, or related business field preferred. •Considerable knowledge of accounting and fiscal practices and procedures.Job InfoJob Identification 6754Job Category ClericalPosting Date 07/13/2026, 04:13 PMJob Schedule Full timeLocations Gaston Administrative Office Career Technical EducationRecruiting Type Classified
