The ideal candidate will have extensive experience in all building maintenance related trades, regulations, and codes such as electrical, plumbing, HVAC, custodial, groundskeeping, etc.; demonstrates prior leadership experience and approaches the full spectrum of supervisory responsibilities, from repetitive daily tasks to potential emergency situations with a positive, calm, and organized manner; exhibits the ability to build trust and confidence with subordinates, peers, customers, and management; and is able to coach/mentor others. Certification in facilities management such as FMP or ProFM is a plus. Introduction Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation. General Purpose Under direction, plans, schedules, supervises and inspects the maintenance, repair, servicing and minor construction of District and Southern Nevada Water Authority (SNWA) buildings, facilities and related equipment; prepares technical scopes of work to be performed by contractors, and supervises and inspects work to ensure District/SNWA standards are met; coordinates the scheduling and completion of work with other divisions and departments; and performs related duties as assigned. Distinguishing Characteristics A Facilities Maintenance Supervisor is responsible for planning, supervising and inspecting the work of employees and contractors engaged in maintaining, repairing and upgrading District/SNWA buildings, facilities and related equipment. Incumbents are typically assigned responsibility for specific campuses and facilities. Employees plan maintenance, repair and minor construction work orders and projects, and supervise and inspect work performed to ensure conformance with District/SNWA standards and contract requirements. Duties and responsibilities are carried out with considerable independence within the framework of established policies, procedures and guidelines. Work and results are reviewed through inspection and analysis of records, reports and completed work orders. Essential Duties and Responsibilities Plans, organizes, controls, integrates and evaluates the work of employees and contract personnel responsible for the maintenance, repair and remodeling of assigned campuses and facilities; with assigned staff, develops, implements and monitors work plans to achieve goals and objectives; participates in the development of and monitors performance against division and contract budgets; authorizes the purchase of materials and monitors work activities and expenditures to control costs; supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards. Plans and evaluates the performance of staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies in accordance with District human resources policies and labor contract provisions. Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and District’s missions, objectives and values regarding team building and employee empowerment; applies process improvement and quality management principles to assigned areas of responsibility; leads and promotes stewardship of organization and environmental resources. Supervises, coordinates and inspects the maintenance, repair, servicing and remodeling of buildings and facilities, including related plumbing, electrical, mechanical, heating and air conditioning, and fire/life safety equipment and systems; oversees the planning and scheduling of planned/unplanned work orders on a daily, weekly or longer term basis to maximize efficiency and productivity; coordinates and schedules activities with user departments and divisions; investigates and responds to inquiries and complaints from user departments; checks and inspects work to ensure compliance with standards and contract requirements; provides feedback and required reports; regularly re-prioritizes work in response to emergencies and to make efficient use of staff and contractors. Drafts scopes of work for projects and activities to be performed by contract personnel; assists in developing project schedules; prepares plans and work orders and calculates cost estimates for a variety of facilities projects; coordinates work scheduling with contractors and other District/SNWA units and divisions; oversees and inspects completed work to ensure District/SNWA standards are met. Ensures the timely completion of predictive and preventative maintenance programs on applicable systems and equipment. Implements and enforces the District’s safety program in the assigned work unit; oversees and ensures that employees carry out assigned duties and responsibilities with careful attention to the District’s safety program and all other applicable safety regulations; educates employees on rules, regulations, safe work practices and potential hazards present in the work environment; analyzes new safety and environmental regulations to identify impacts on division work processes, standards and operations; recommends changes in practices and procedures to ensure compliance. Responds to emergency situations as necessary. Researches new operational methods, techniques and equipment and recommends their application; may participate in activities to assess future needs and develop long-term plans to address them. Develops, reviews and updates written maintenance instructions and schedules; prepares and maintains a variety of records and reports. Other Duties May supervise the activities of staff performing groundskeeping and custodial duties. Attends meetings with other departments and District/SNWA staff. Desired Minimum Qualifications Knowledge of: Principles, methods and equipment used in facilities construction, remodeling, maintenance and repair work; state-of-the-art facility building construction systems and equipment, including electrical, plumbing, heating and air conditioning, and fire/life safety systems common to buildings and facilities of a large water utility; standard methods, practices and techniques of work order planning and scheduling; safety practices, safe work methods and safety regulations applicable to the work; uses and operations of computers and business applications used by the District/SNWA; codes, ordinances and regulations pertaining to the work; basic principles, practices, methods and techniques of project management; principles and practices of sound business communication; principles and practices of effective supervision; District human resources policies and labor contract provisions. Ability to Plan, organize, estimate, coordinate, assign, review and evaluate the work of assigned employees and contractors; select, motivate and evaluate staff and provide for their training and development; establish and maintain efficient work plans and schedules; read and interpret plans, specifications, contract provisions and manuals; identify and evaluate conditions and situations and implement effective courses of action to resolve problems and complete assigned work; exercise independent judgment and initiative within established guidelines; work cooperatively with other divisions and departments; communicate effectively, both orally and in writing; establish and maintain effective working relationships with other divisions and departments and others encountered in the course of work. Training and Experience A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent, and five years of experience in facilities construction and maintenance, at least two years of which included responsibility for leading and/or planning and scheduling the work of other facilities maintenance and repair personnel; or an equivalent combination of training and experience. Licenses; Certificates: Special Requirements A valid Nevada driver's license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
