Position Summary: The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy.
Confidentiality: High-level confidentiality is required for access to all organization records. Safety Compliance: Office functions are performed while maintaining a safe work environment. Qualifications: Bachelor's degree in human resources or related field; Master's degree preferred along with three to five years' experience in progressively responsible HR positions. May also possess an equivalent combination of education, training, and experience. SHRM-CP or SHRM-SCP highly preferred. Supervisory Responsibilities:

- Recruits, interviews, hires, and trains new staff in the department.
- Oversees the daily workflow of the department.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.
- Responsible for translating business strategy into HR strategy and organizational needs to HR solutions and plans, focusing on organizational capabilities that further our mission, vision and core values.
- Identifies annual strategic initiatives for the Human Resource Department, tracking and reporting outcomes and results as required.
- Administers Agency wide performance management process for new and existing employees and updates/monitors effectiveness on a regular basis.
- Provides advice and counsel to managers and supervisors regarding personnel practices, policy and employment laws.
- Conducts investigations, writes professional and accurate reports, and takes or recommends appropriate responses. Reviews and assists with disciplinary write-ups and advises leadership and employees regarding them and other actions submitted or recommended by supervisors.
- Coordinates and leads HRIS software processes, implementation and system upgrades.
- Conducts manager and employee training on HR-related topics, as well as effective management strategies.
- Prepares and monitors HR operational budget and applicable compensation and benefits budgets.
- Oversees and effectively trains, coaches and mentors all HR staff.
- Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
- Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior leadership.
- Performs other duties as required.

- Organizational and time management skills, including ability to prioritize
- Experience managing operational budgets
- Ability to adapt to the needs of the organization and employees.
- Ability to prioritize tasks and to delegate them when appropriate.
- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.
- Ability to successfully remain sitting or working at a desk for prolonged periods.
- Vision sufficient to maintain a New York State Driver's License and constant use of a computer.
- Speech and hearing sufficient for normal communication.
- Ability to successfully work on a computer as a significant responsibility.
- Full range of motion to move safely in the office and outside locations which may not have accommodation.
