Supervisory Correctional Officer (Captain)

Job Summary This position is located in the Central Detention Facility (CDF) or the Correctional Treatment Facility (CTF), located at 1901 D Street, SE Washington, DC. It serves as second in command (Captain) for uniform staff, overseeing a broad range of security operations inside and outside various locations through subordinate supervisors. Duties and Responsibilities As a shift Supervisor (Captain) on any assigned shift, the incumbent is responsible for maintaining the overall security of the Central Detention Facility or the Correctional Treatment Facility. Responsibilities include directing and coordinating the Correctional program through subordinate supervisory officers, participating in training and evaluation of subordinate officers, and accounting for performance improvement and annual evaluations. The incumbent submits reports on individual job performance, reprimands, proposed corrective actions, awards, and commendations. They ascertain that all posts are properly manned in compliance with official duty assignments, approve adjustments to work schedules, additional correctional officers, or staff reassignments as needed for security. Investigations are conducted to uncover adverse penal conditions that affect inmate behavior, and the incumbent supervises investigations of all charges against inmates for infractions of rules and determines dispositions. The incumbent represents management in dealing with employee grievances and complaints, and supervises the preparation and maintenance of time and attendance records and performance reports submitted to appropriate officials. Qualifications and Education Specialized Experience: The applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level in the line of progression. This experience should demonstrate leadership and direction in a supervisory capacity within a team-based environment, securing subordinate staff. At the closing date of the vacancy announcement, the applicant must have at least one (1) year of continuous experience at the next lower grade (Lieutenant) or equivalent supervision experience involving incarcerated individuals in a facility. Licenses and Certifications Must possess a valid driver’s license and the ability to use a firearm, with a valid license to carry. Working Conditions and Environment Work is performed in a correctional institution. The incumbent must respond to calls as required and may be called to return to duty as needed. Other Significant Facts Screening occurs every ten (10) days. Tour of Duty: Three shifts – 7 am to 4 pm, 4 pm to 12 am, and 12 am to 7 am. Flexibility to work various hours, seven days a week, and at various assignment locations is required. Pay Plan, Series, and Grade MS-0007-12 Promotion Potential None. Duration of Appointment Management Supervisory Service (MSS) – At‑Will. Positions in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Essential Position Designation This position is designated as “Essential” to the Agency and is a Safety Sensitive position. It is subject to mandatory pre‑employment and periodic criminal background checks, traffic records checks (as applicable), and random drug and alcohol testing. A TB test is required prior to entry on duty. Residency Requirement Applicants claiming “Residency Preference” must maintain residency in the District of Columbia for a minimum of seven (7) years; failure to do so may result in forfeiture of employment.
