Position: Affordable Compliance Auditor and Utility Billing Manager

Category: Non-exempt – Hourly

Supervisor: VP of Operations

Location: Sandy, UT Office (on-site, full-time)

Hours: Full Time: 5 days per week, 8 hours per day (average 40 hours). Typical range of hours is based on community needs and may be adjusted accordingly.

Physical Demands: Light (occasional up to 25 pounds) – Climb stairs, stoop, kneel, crouch, reach, handle, etc.

Drug Screens: Pre-employment, post injury, reasonable suspicion, and possible random screens.

General Summary of Associate Responsibility

The Affordable Compliance Auditor and Utility Billing Manager audits affordable compliance files for site teams and instructs onsite team members on compliance file procedures, while also owning GreenPay utility billing operations — setting up and offboarding utility accounts, processing invoices, and reconciling billing as properties transition onto the GreenPay platform. This role brings together compliance oversight and utility billing administration that were previously covered separately, and will scale with New Earth's growing affordable housing portfolio.

Preferred Education and Experience

• •A minimum of two (2) years of experience in LIHTC Community Management
• •LIHTC Certification
• •Background in accounts payable, utility billing, or real estate operations
• •Strong leasing and marketing background
• •Superior customer service
• •Strong verbal and written communication skills
• •Software experience preferred (property management software such as ResMan, Yardi, or AppFolio a plus)
• •Community budgeting preferred
• •Ability to independently establish priorities, manage time effectively, and fulfill assigned objectives and projects
• •Ability to respond to and resolve unexpected problems and handle priority changes in a fast-moving, fluid environment
• •Demonstrated proficiency in Outlook, Excel, Word, and internet; comfortable learning new billing software platforms
• •Strong organizational skills and attention to detail; able to juggle multiple tasks and deadlines
• •Good verbal and written communication skills, and ability to work well with onsite staff, supervisors, corporate office associates, agencies, vendors, and utility companies/municipalities
• •Must be able to effectively communicate, comprehend, speak, and read in English. Bi-lingual candidates are encouraged to apply
• •Organized, self-directed, and reliable, with a growth mindset and interest in taking on more responsibility over time
• •Approve move-in and renewal files
• •Ensure all forms are updated and sites are always using the most current versions
• •Audit compliance affordable files for site teams
• •Instruct onsite team members on compliance file procedures
• •Help onsite teams prepare for State Audits
• •Import reports and data into GreenPay billing software
• •Approve invoices and submit batches for payment
• •Reconcile accounts and flag billing discrepancies
• •Set up and offboard utility accounts for new and existing properties
• •Collect credentials and documentation from utility companies and municipalities
• •Coordinate with the accounting team to ensure accurate tracking and payments
• •Support onboarding of new properties onto the GreenPay platform during transition periods
• •Assist with ad-hoc projects as needed
• •Work closely with your Program Coordinator to spread the word by distributing and displaying our latest monthly Urban Village Newsletter throughout the community.
• •Engage with residents, fueling excitement about upcoming events and fostering a strong sense of community participation.
• •Champion the use of garden boxes and beehives within your community (if applicable), promoting a greener, more sustainable environment.
• •Roll up your sleeves and join us at our annual Impact Day, where we tackle community enhancement projects together.
• •Forge connections with vendors and potential partners, establishing communication channels to support our community's needs.
• •Keep your Program Coordinator in the loop by sharing relevant information and contact details for potential collaborations.
• •Educate residents about the program and inspire their involvement as resident facilitators, empowering them to take on leadership roles.
• •Guide interested residents through the sign-up process, nurturing the next generation of community leaders.
