Nuclear Facilities Engineering Manager 3

Plutonium Infrastructure Engineering (PIE) develops, maintains, and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission. We are seeking a Nuclear Facilities Engineering Manager 3 to support the Laboratory mission and assist the Division Leaders. As a Nuclear Facilities Engineering Manager 3, you will assist the Group in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, conduct of engineering (CoE) and configuration management (CM) program requirements; ensuring that design, field, procurement, project and discipline engineering personnel comply with applicable federal, state and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues. In addition, but not limited to, the incumbent will assist the Group Leader in developing staffing plans, in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement those plans, and develop staff through training, mentoring and qualification programs. Roles and responsibilities are: Ensure that technical deliverables comply with applicable federal, state, and local laws, regulations, codes, and standards. Assign qualified engineering resources as required to support projects being designed and implemented within the facility. Ensure that all technical deliverables are developed in accordance with the LANL Conduct of Engineering (COE) policies and procedures. Ensuring resolution of engineering assigned issues are completed on time and within the allocated budget. Participate in forecasting staffing requirements, developing and managing budgets, monitoring performance, and initiating personnel actions when necessary. Ensure that safety processes, policies and practices are followed by assigned personnel to support worker and facility safety. Provide leadership ensuring the nuclear engineering designs are delivered and meet the customer needs and expectations in a cost effective, safe, and compliant manner. Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives. Assist the group leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are attained and customer requirements are met. Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors and issues to management attention. Lead process improvement efforts to address procedural, policies, and work process changes. Seek opportunities to enhance effectiveness and efficiencies of policies and procedures in effect at LANL. What You Need Leadership Central to this position, we are seeking a qualified and talented individual that has demonstrated leadership and innovation in managing a multi-disciplined engineering organization. The ideal candidate will have prior experience managing technical teams and interfacing with other engineering disciplines. Knowledge and Experience Experience leading a technical organization in support of nuclear facilities including operations, maintenance, systems engineering, safety basis, and projects to establish and continuously improve conduct of engineering implementation in support of reliable facility operations. Experience in successfully developing internal and external customer relationships achieving customer satisfaction. Experience in negotiation with customers and support organizations and resolving conflicts. Experience in negotiation with customers and support organizations and resolving conflicts. Experience in developing and implementing design related processes, configuration management, engineering document control, schedules, and cost estimates. Demonstrated experience managing schedules and leading multidisciplinary teams. Working level experience and knowledge of DOE Orders and Standards and the LANL Engineering Standards Manual related to engineering in support of nuclear facility engineering, maintenance, projects, and operations. Experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance. Training/Certifications A professional license (PE) in an engineering discipline from a recognized licensing board or certification as a Project Management Professional (PMP) is preferred but not required. DOE Order 426.2 Requirements Requires a bachelor of science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis. Education/Experience Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Desired Qualifications Demonstrated Knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance. Understanding of US Government contracting or procurement methods/processes, specifically related to subcontract Architecture & Engineering agreements. Prior experience working for/with the DOE or DOD in an engineering capacity. Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management. Work Environment Work Location The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management. Work Schedule Position is in support of 24/7 facility operations and is intended for management oversight of the weekday nights shift (B Shift). The person filling this position will be required to work non-normal business hours, swing/grave shifts, occasional weekend shifts, and support on‑call assignments as required to meet facility objectives. Depending on the position, the person in this position may be eligible for additional compensation due to the swing/shift schedule. This position is intended for B Shift 4 x 10 hrs. (Monday - Thursday 6 pm - 4:30 am) and is subject to change as needed to meet engineering support objectives on the weekday‑night shift. Position commitment Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year. Clearance Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Depending on the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. 426.2A This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry‑level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job. New-Employment Drug Test The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre‑offer. Regular position Term status Laboratory employees applying for regular‑status positions are converted to regular status. Incentive Compensation Program Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July1st and remain in an eligible position as of the end of the fiscal year, September30th.
