Overview State of Hawaii, Department of Commerce and Consumer Affairs, Regulated Industries Complaints Office, Investigation Staff is located on Hawaii Island (Hilo). Salary commensurate with education and experience. Responsibilities The Regulated Industries Complaints Office (RICO), Field Investigation Staff provides investigation, complaint resolution, and enforcement services by conducting field investigations for consumer and licensee complaints, and field inspections for vocational boards, commissions, and divisions under the jurisdiction of the Department of Commerce and Consumer Affairs (DCCA). The staff performs highly complex investigative activities related to the prevention and detection of violations, gathers information, writes reports, participates in unlicensed sting and sweep operations, issues citations in unlicensed cases, and conducts full investigations. Education Graduation from an accredited four (4) year college or university with a bachelor's degree. Experience Excess work experience as described under specialized experience or any other professional work experience that provides comparable knowledge, skills, and abilities on a year-for-year basis. Specialized Experience Two and one-half (2-1/2) years of progressively responsible professional investigative experience demonstrating initiative, resourcefulness, logical thinking, and ability to analyze evidence and prepare written and oral reports. Demonstrated tact, discretion, and capacity for obtaining cooperation and confidence of others. Substitutions Allowed A law degree from an accredited School of Law may be substituted for two (2) years of specialized experience. Knowledge Social sciences; report writing; interviewing methods and techniques; principles and practices of investigations; court procedure; rules of legal evidence; characteristics of human behavior; and applicable laws concerning search and seizure and arrest. Skills and Abilities Deal effectively with the public. Write clear and concise reports. Interpret and apply laws, rules and regulations relating to RICO's operations. Gather, analyze and evaluate facts. Supervise others in investigative tasks as applicable. Operate a motor vehicle with valid driver's license.
