.NET Developer

Applications Development AnalystThe Applications Development Analyst will be responsible for delivering high-quality software solutions that meet business and technical requirements. The scope of work includes, but is not limited to, the following:Requirements Analysis and Solution DesignCollaborate with business analysts, stakeholders, and end users to gather and analyze business requirements;Translate business needs into functional and technical specifications; andParticipate in architectural discussions and contribute to the design of scalable, secure, and maintainable solutions.Application DevelopmentDesign, develop, and maintain applications using Microsoft.NET technologies (C#, Application Service Provider [ASP].NET,.NET Core);Develop and optimize Microsoft Structured Query Language (SQL) Server databases, including stored procedures, views, and indexing strategies; andImplement cloud-based solutions using Microsoft Azure, including Azure App Services, Azure Functions, and Azure SQL; andAssess the SQL servers, recommend the migration approach from legacy to modern SQL versions, perform Proof of Concept (POC), and assist other teams with necessary technical and troubleshooting skills.Testing and Quality AssuranceConduct unit testing, integration testing, and participate in user acceptance testing (UAT); andEnsure code quality through peer reviews, automated testing, and adherence to coding standards.Deployment and SupportDeploy applications to development, test, and production environments using Azure DevOps or other Continuous Integration and Continuous Delivery (CI/CD) tools;Provide post-deployment support, troubleshoot issues, and implement enhancements as needed; andMonitor application performance and recommend improvements.Documentation and Knowledge TransferCreate and maintain technical documentation, including design documents, user guides, and deployment instructions; andProvide knowledge transfer to internal teams and assist in training activities as required.Continuous ImprovementRecommend improvements to existing systems and processes;Evaluate new technologies and tools for potential adoption; andParticipate in code reuse initiatives and contribute to shared libraries and frameworks.Required QualificationsA bachelor's degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required.Relevant experience may be substituted for education on a year-for-year basis when applicable.The Department requires the following experience, skills, and knowledge for this position:A minimum of 2 years of programming/systems analysis experience;Proficiency in Microsoft .NET Framework (C#, ASP.NET,.NET Core) for developing scalable and maintainable applications;Strong experience with Microsoft SQL Server, including writing complex queries, stored procedures, performance tuning, and database design; andHands-on experience with Microsoft Azure, including services such as Azure App Services, Azure SQL Database, Azure Functions, and Azure DevOps.Technical SkillsFamiliarity with RESTful Application Programming Interface.(APIs), web services, and integration patterns;Experience with version control systems such as Git or Azure Repos; andUnderstanding of Continuous Integration and Continuous Delivery (CI/CD) pipelines and automated deployment strategies in Azure environments.Development and LifecycleDemonstrated experience in the full software development lifecycle (SDLC): requirements gathering, analysis, design, development, testing, deployment, and maintenance;Ability to design and implement technical solutions that align with business and IT strategies; andExperience in code reuse strategies, component-based architecture, and modular design.Analytical and Design SkillsStrong background in systems analysis and design;Ability to translate business requirements into technical specifications; andExperience in data architecture, performance monitoring, and product evaluation.Soft SkillsExcellent communication and collaboration skills to work effectively with business analysts, customers, and cross-functional teams;Ability to prioritize tasks, manage time effectively, and deliver high-quality solutions on time and within budget; andStrong problem-solving skills and a proactive approach to identifying and resolving issues.NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.Preferred QualificationsThe Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:Possesses a Microsoft certification in Azure or.NET technologies;Over 5 years of programming or systems analysis experience;Experience in state government;Experience in a Criminal Justice Information Services (CJIS) environment;Experience working in a large cloud migration program; andFamiliarity with DevOps practices and tools.
