Duties

• Serve as Supervisory Contract Specialist with responsibility for supervising and directing functions which include administration and termination of contracts; pre-solicitation activities and contract awards.
• Incumbent is subject matter expert for technical guidance to assigned personnel in resolving difficult problems.
• Studies operations of the organization and makes changes in existing methods and procedures for the purpose of reducing work backlog and improving operating efficiency.
• Plan and assign work to and supervises subordinates' activities, providing instructions on changes in public laws and contracting directives.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This is an Acquisition position. The incumbent must be a DoD or FAC-C Certified Contracting Professional.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. • Basic Requirement for Contract Specialist GS-14: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
• Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
• In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) serving as a warranted Contracting Officer with authority of $25M or greater to execute complex, multi-year federal acquisitions, including directing or supporting formal source selection procedures; 2) interpreting and applying complex procurement regulations to resolve unprecedented issues or authorize deviations; 3) supervisory or team leadership experience with planning and assigning work, evaluating employee performance, and adjusting workflows to improve operating efficiency; and 4) experience communicating with senior officials, industry executives, and cross-functional teams contracting solutions to meet requirements/goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
