The full salary range for this position is $28.88 - $49.76/hr. Learn more about the benefits of working at UC Brief Summary of Job Duties: Under general supervision, the Payroll Analyst uses critical thinking, analytical, and problem solving skills to research, analyze and develop solutions to a wide range of complex campus payroll and general ledger questions, issues, and concerns. Researches and troubleshoots business processes and system issues and demonstrates good judgment in selecting methods and techniques for obtaining resolution within tight deadlines. Uses critical thinking, analytical, and problem solving skills to administer the campus wide work authorization program and processes required by U.S. Citizenship and Immigration Services (USCIS). Reviews and analyzes all documents submitted by employees to support their citizenship status and makes decisions on the acceptability and validity of the documents in accordance with guidelines set forth by USCIS. Timing is essential and the Analyst must work closely with campus departments to track and ensure employees complete work authorization documentation by strict deadlines. Consequences of error or non-compliance could result in civil fines and/or criminal penalties and/or debarment from government contracts. Required Qualifications: Bachelor's degree in related area and / or equivalent experience / training. 1-3 years Experience in a payroll and/or finance area. 1-3 years Experience processing payroll for a small to medium size business. 1-3 years Experience processing and responding to basic inquiries regarding payroll. 1-3 years Considerable initiative, independence, good judgment, and problem-solving abilities. Preferred Qualifications: 1-3 years Experience working with higher education or government. For reference, below are UC's policies addressing some forms of misconduct: UC Sexual Violence and Sexual Harassment Policy UC Anti-Discrimination Policy Abusive Conduct in the Workplace Job Functions and Percentages of Time: 50% Payroll Administration - Utilizing in-depth knowledge of campus payroll systems, responsible for researching, analyzing, and resolving complex issues relating to pay, deductions and general ledger entries. Manages a large caseload of requests from the campus that may include over-payment adjustments, off-cycle payments, missed payments, final payments, accrual adjustments, funding entry issues, and/or direct retro issues. Interprets complex pay policies to ensure appropriate amounts/deductions are calculated and applied to financial accounts correctly. Provides accurate and efficient resolution by following appropriate methodology for determining the correct course of action to avoid over-payments and duplicate payments. Utilizes the ServiceNow case management system to track payroll tickets (cases) submitted, from initial contact through resolution. Communicates clearly and effectively and completes accurate and actionable case management documentation throughout the lifecycle of each case according to service level agreements. Resolution may involve being a liaison with the UCPath Center. Provides advice and training when necessary to department payroll/UCPath representatives in the course of researching and resolving their cases. Regularly audits and reconciles a variety of payroll system reports. Identifies and researches discrepancies and takes appropriate action to resolve invalid pay postings. Assists with reviewing and assessing tax treaty information and documentation provided by non-resident alien employees. Documents and maintains accurate payroll records for compliance and audit purposes. Responsible for responding to requests for student employee verification of employment. May perform other payroll duties or special projects (such as corrections to salary cost transfers, composite benefits rate transfers, etc.) in support of efforts to resolve payroll issues, general ledger issues and/or other system-related errors. 40% Work Authorization Administration - Utilizing a solid understanding of USCIS regulations and University policies & procedures, administers the campus-wide work authorization program and processes required by U.S. Citizenship and Immigration Services (USCIS). Reviews and analyzes all documents submitted by employees to support their citizenship status and makes decisions on the acceptability and validity of the documents in accordance with guidelines set forth by USCIS. Audits and reconciles records from online work authorization database to payroll system reporting to identify discrepancies. Takes appropriate action to resolve findings in a timely manner. Responsible for acceptance, review, and retention of State of California Oath documentation. Audits Oath forms submitted by campus departments to ensure completeness and accuracy. Takes appropriate action to resolve errors. Identifies and escalates non-compliance issues in a timely manner in order to avoid damage payment fines. Stays current on changing regulations/policy, industry trends/issues, and developing technology related to work authorization processes. Maintains strict confidentiality of employee records and ensures security of data and equipment. Maintains accurate records and notes for compliance and audit purposes. Using the ServiceNow case management system, tracks work authorization tickets submitted, from the initial contact through resolution. Communicates clearly and effectively and completes accurate and actionable case management documentation throughout the lifecycle of the case according to service level agreements. 5% Training Support - Provides day-to-day advising and training to all campus customers (payroll processors, Human Resources staff, managers, etc.) on payroll topics such as payroll processing, payroll system entries, and timekeeping system. Assists in the identification of trends in processing issues/errors and contributes to the design, development and delivery of campus payroll training resources and workshops for departmental payroll processors as needed. Stays current on changing regulations/policy, industry trends/issues, and developing technology and incorporates into training programs. 5% Other Duties as Assigned - Identifies, suggests and implements procedures for streamlining or improving operations. Maintains accurate and complete computer and paper departmental files. Performs other duties and special projects as assigned.
