Duties Help If Selected For This Position, You Will Join The United States Attorney's Office (USAO), District Of Hawaii, Administrative Division. Typical Work Assignments Will Include Performing pre-award and post-award work on a variety of contract actions. Reviewing requisitions to determine appropriate methods of procurement. Drafting Statements of Work (SOW) or Statement of Objectives (SOO), and other documents necessary prior to formal solicitation. Evaluating proposals, unsolicited proposals and other bid documents to determine fairness and reasonableness. Performing acquisition contract support for pre-award and post-award actions of complex professional services and equipment requirements for the USAO. Developing and maintaining familiarity with Government contracting procedures, business practices, the Federal Acquisition Regulations (FAR) and other regulations, policies, and procedures. Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms, and conditions. Reviewing requisitions and determines appropriate contract type, competition requirements, contract vehicle and applicable FAR authorities. Preparing all solicitation documents necessary to support a variety of contract actions. Monitoring contractual milestones. Reviewing technical and cost evaluation reports for accuracy and completeness. Responsibilities will increase and assignments will become more complex as your training and experience progress. This position is considered a career ladder opportunity, with a full performance level of GS-11. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Promotion is not guaranteed, and no promise of promotion is implied. Requirements Help Conditions of employment You must be a U.S. Citizen or National. Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation. You must be registered for Selective Service, if applicable. If selected, you may be required to complete a one year probationary period. Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement. You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position. This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Qualifications
BASIC REQUIREMENTS
Applicants Must Have One (1) Of The Following Completed a four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; Completed at least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management from an accredited college or university; Occupied a GS-1102 Contract Specialist position in the Federal government on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions. In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet minimum qualifications as defined below. Minimum Qualifications To be eligible at the GS-09 level, applicants must meet Specialized Experience, Education, OR a Combination of Education and Experience as defined below: Specialized Experience One full year of specialized experience equivalent to the GS-07 level in Federal service. Specialized experience is defined as reviewing requisitions and determining appropriate methods of procurement; purchasing supplies, services, or servicing as a construction purchasing agent; preparing contract solicitation and award documentation; preparing contract documents that included specifications, packing and shipping requirements, inspection instruction, and contract clauses. OR Education A master's or equivalent graduate degree, or 2 full academic years of progressively higher-level graduate education, or an LL.B or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience Combination of successfully completed graduate education and experience which meets 100% of the total qualification requirements for the position. In order to qualify based on a combination, graduate education must be in excess of one full year. ***Applicants must be able to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. The person selected is expected to obtain a FAC-C within one year of the date of hire. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.*** Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
