Position Summary
The Portland Clean Energy Community Benefits Fund (PCEF) in the Bureau of Planning and Sustainability (BPS) is seeking a Transportation Decarbonization Project Manager (Coordinator II - CPPW) to support the implementation of PCEF-funded transportation decarbonization grants, contracts, and strategic programs that reduce greenhouse gas emissions, improve mobility, and advance social, economic, and environmental justice.
PCEF is investing more than $200 million annually in climate action and climate justice. Funding areas include clean energy, transportation decarbonization, green infrastructure, regenerative agriculture, and workforce and contractor development. This position will be part of the team responsible for turning those investments into successful, accountable, community-centered projects and programs.
Transportation decarbonization work at PCEF is broad and may include active transportation, bike and pedestrian infrastructure, complete streets implementation, mode shift initiatives, e-bike and e-scooter access, shared micromobility, electric vehicle conversion, EV charging infrastructure, multi-modal planning, transportation access and mobility improvements, and other strategies that reduce greenhouse gas emissions from Portlands transportation system.
Many PCEF grantees and contractors come from communities that have historically had limited access to climate-sector funding, public decision-making processes, and transportation infrastructure investments. This role requires strong project management, relationship building, communication, and problem-solving skills to help grantees and contractors succeed while ensuring public funds are stewarded for maximum climate and community benefit.
What you'll Get to Do:
Support grants and contracts awarded for transportation decarbonization projects and programs
- Serve as the primary point of contact for an assigned portfolio of grants and contracts.
- Work with grantees and contractors to define detailed scopes, budgets, deliverables, and metrics; monitor progress; process invoices; support compliance; and ensure quality assurance.
- This work will require troubleshooting, collaborative problem solving, and a commitment to helping projects move from award to successful implementation.
Support transportation decarbonization strategic programs
- Help implement and coordinate PCEF transportation decarbonization strategic programs, which may include the e-bike rebate program, EV financing tools, Transportation Wallet: Access for All, Active Transportation Operations, Small Active Transportation Capital Investment Program, Community Programming, Education, and Encouragement, and other transportation-related investments.
Review project proposals
- Participate as part of a team in reviewing and scoring project proposals, providing input on project feasibility, transportation decarbonization outcomes, community benefits, budgets, implementation readiness, award recommendations, and management processes.
Participate in facilitated multi-stakeholder engagement and collaboration
- Work with grantees, contractors, subcontractors, public agency partners, professional associations, coalitions, community members, and other stakeholders to support collaboration, improve outcomes, develop best practices, and share lessons learned.
Assist with program analysis and continuous improvement
- Work with other PCEF team members to identify implementation barriers, emerging needs, best practices, and opportunities to improve transportation decarbonization grants, contracts, and strategic programs.
Advance equitable transportation outcomes
- Help ensure transportation investments reduce greenhouse gas emissions while improving mobility, access, safety, affordability, and community benefit for frontline communities and Portlanders most impacted by climate change, air pollution, transportation cost burdens, and historic disinvestment.
- Transportation knowledgeable: Experienced in one or more transportation decarbonization areas such as active transportation, bike and pedestrian infrastructure, transportation planning, shared micromobility, travel demand management, EV infrastructure, EV adoption, multi-modal planning, or transportation access and mobility programs.
- Community-focused: Hard working, flexible and committed to prioritizing frontline communities in addressing the causes and impacts of climate change.
- Socially Intelligent: Motivated, passionate, team-oriented, and empathetic. You communicate in a way that creates ease and can effectively work with people in many different roles, organizations, and communities.
- Collaborative and inclusive: Comfortable sharing power, partnering for collaborative outcomes, facilitating conflict, and working across community, public agency, nonprofit, and private-sector partners.
- Equity-driven: Commitment to advancing systemic changes that address historic and current discrimination. Experience evaluating processes through an equity lens and creating offerings and solutions that remove barriers and deliver more equitable outcomes.

- Experience : At least three (3) years of progressively responsible experience involving transportation decarbonization projects or programs, such as vehicle electrification and charging infrastructure, bike and pedestrian infrastructure, multi-modal and active transportation projects that increase access, and mode shift initiatives that reduce carbon emissions.
- Experience managing projects, tracking budgets, and ensuring compliance with project or program requirements (e.g., permitting, reporting, other requirements).
- Experience furthering an inclusive, respectful, and culturally responsive workplace and maintaining respectful working relationships with public agency officials, representatives of community-based organizations, contractors, grantees, or other partners.
- Ability to apply relevant code, regulation, permitting requirements, administrative rules, and policies; exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
- Ability to help implement systems that reverse historic and current discrimination practices, or demonstration of a commitment to racial justice, diversity, equity, or inclusion, or lived or work experience supporting communities of color or historically marginalized communities.
