Associate Research Analyst

Position Overview Associate Research Analyst within the Clean & Affordable Energy Unit of the Connecticut Public Utilities Regulatory Authority (PURA). The analyst will lead development of clean energy policy, manage existing programs, optimize clean energy program structure, support PURA in utility rate cases, and address customer service issues. Responsibilities Develop interrogatories and written comment prompts directed at utilities and other intervenors. Process and summarize responses to those prompts. Track and manage incoming motion rulings. Build and write decisions based on the public record. Present recommendations to the Commissioners. Examples of Duties Perform complex duties in research design and implementation. Develop and conduct formal research methodologies and procedures; analyze and evaluate data. Design data collection forms and develop procedures. Perform complex statistical analysis. Prepare comprehensive narrative and statistical reports. May prepare special reports for agency officials in response to inquiries from legislature or the public. Perform related duties as required. Knowledge, Skill, and Ability Considerable knowledge of research methods and techniques. Considerable knowledge of principles, concepts, and methods of statistical analysis. Knowledge of agency related policies and procedures as related to research. Considerable oral and written communication skills. Considerable interpersonal skills. Considerable ability to analyze data. Ability to develop programs and use prepackaged computer programs to perform data analysis. Minimum Qualifications – General Experience Seven (7) years of professional experience in research, data analysis, or economics. Minimum Qualifications – Special Experience One (1) year of the General Experience must have been conducting research at the level of a Research Analyst. Minimum Qualifications – Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience. Preferred Qualifications A bachelor’s degree in political science, government, public policy, engineering, economics, finance, environmental studies, or a related field. An advanced degree in renewable energy, engineering, environmental studies, climate change, public utility regulation, finance, economics, or a related field. Work experience in utility regulation or energy policy. Experience working on utility grid modernization initiatives, deployment of clean and renewable energy programs, energy storage, or climate change policy. Experience writing technical reports, white papers, position papers, policy papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence. Experience leading public discussions on clean energy policy. Experience conducting quantitative analysis and synthesizing results. Experience with project management, working on more than two (2) projects simultaneously, while adhering to deadlines. Experience using Microsoft Office 365 applications.
