Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: Responsibilities This position is located within the Department of the Interior, Bureau of Safety & Environmental Enforcement (BSEE), Gulf of America Region (GOAR) Office of Structural & Tech. Supp. in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Advises senior leadership, program officials, and colleagues on engineering analysis, recommendations, and study conclusions. 2. Leads and advises technical teams, directing technical procedures and practices for the teams. 3. Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed. 4. Signs documents for technical approval in accordance with applicable policies, directives, and standards; this may include signing as the engineering in responsible charge. 5. Plans, develops, directs, and prepares procedures, policies, and protocols for engineering studies and special projects that require advanced engineering analysis that extends or modifies theories, concepts, and assumptions or resolves unique or novel problems. The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-13: Step 1- $122,749 to Step 10 - $159,575 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. See Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing multiple aspects of offshore structural engineering: specifically, design, fabrication, installation, repair, and modification practices for offshore platforms; 2. Reviewing the outputs of various structural engineering computer programs and modeling techniques; 3. Assisting in the development or review of civil engineering project construction drawings, technical specifications, and cost estimates; AND 4. Identifying engineering risks and recommending solutions to minimize risks Must meet all.
