Developmental Services Resource Management Specialist (37.5 Hour) (Office/On-site)

Duties and Responsibilities This position provides direct support and contact for approximately 20 private agencies that support individuals through contracts and individual budgets. This position monitors services provided to ensure that private agencies satisfy the terms of the contract and adjusts contracts by adding or deleting services. Updates the electronic data systems to reflect contractual changes. Requests approval for client service changes through the Planning and Resource Allocation Team (PRAT) or Utilization Resource Review (URR). Negotiates with private providers on service funding in accordance with Agency cost standards, Comprehensive, Individual and Family Supports (IFS) and Day Medicaid Waivers. Monitors the provider’s billing to the Agency and ensures errors are rectified. Ensures providers are funded for services. Provides assistance to Agency Case Managers in the development of individual budgets. Tracks and maintains consumer’s biographical history in the data system. Reviews one‑time requests for accuracy and ensures the service is justified, then submits the request to Resource Director approval. Creates a contract authorization to authorize the one‑time request for service. Reviews and analyzes contractor private agency operational plans which reflect actual and projected spending for services to clients. Researches all financial transactions and documents and develops the Annual Fiscal Report for each agency and facilitates the Annual Review. Reviews Quality Service Reviews (QSR) from agency staff and submits a request to the private agency for a Plan of Correction. Meets with the private agencies to address programmatic and quality concerns to ensure Plan of Correction is followed. Conducts on‑site visits to assure private agencies are in compliance with Department standards. Analyzes and summarizes a variety of data. Gathers consumer referral candidates for residential placement and coordinates with PRAT to fill vacancies at private agencies. Performs related duties as required. Position Highlights Location: East Hartford, CT Schedule: Full‑time, 75 hours biweekly, first shift Monday – Friday: 8:00 am – 4:00 pm (Regular days off: Saturday, Sunday) Will be required to travel statewide. Will be required to flex schedule to meet agency and caseload needs. Knowledge, Skill and Ability Considerable knowledge of relevant state and federal laws, agency policies and procedures; modern methods of care, program design, treatment and education of individuals with an intellectual disability living in various community settings. Knowledge of resource monitoring and evaluation; business finance and accounting procedures. Interpersonal skills; oral and written communication skills. Ability to analyze and critique private agency, organization and individual practitioner’s recordkeeping and financial statements; utilize computer software. Minimum Qualifications – General Experience Six (6) years of professional experience in a human services setting providing services and supports to individuals with an intellectual disability. Minimum Qualifications – Special Experience Two (2) years of the General Experience must have been conducting fiscal analysis and oversight of individual budgets/plans or basic auditing of business and accounting information and practices. Minimum Qualifications – Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one‑half (½) year of experience to a maximum of four (4) years for a Bachelor’s degree. For state employees three (3) years of experience as a Developmental Services Compliance Coordinator and a Bachelor’s degree in accounting, business administration, education, finance, health care administration or a related field may be substituted for the General and Special Experience. Preferred Qualifications Experience with Microsoft Office – Outlook, Word, Excel (utilizing functions and developing reports in Excel). Experience demonstrating oral and written communication skills. Experience with the oversight of staffing ratios as described in LON assessments and individual plans. Experience effectively communicating assessment findings to provider administrative staff and ensuring the required corrective action has been completed. Experience with DDS’ abuse and neglect reporting requirements, investigations, and ability to identify signs of potential abuse or neglect. Experience conducting fiscal analysis and oversight of budgets. Experience with DDS’ rate structure. Experience providing oversight of quality service reviews and plans of correction. Special Requirements Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
