The Florida Commission on Offender Review is looking to fill a Government Analyst II - CS within the Office of Clemency Investigations. The Commission on Offender Review performs a vital role in Florida's criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

POSITION DESCRIPTION

This position reports directly to the Director of Clemency Investigations and handles highly confidential and sensitive information. The incumbent is responsible for researching and preparing information related to clemency investigations for the Commissioners and the Governor and Cabinet; performs analysis of processes and procedures as assigned by the Director to ensure all directives from the Clemency Board are functioning effectively; researches and prepares information related to capital punishment clemency investigations; and coordinates and manages special initiatives as assigned by the Director.
• Conducts various types of ad hoc research and special or sensitive investigations, solving complicated issues that are often unique, require an ability to understand, interpret, and apply complex rules arising in all aspects of the clemency process. This includes assignments given at the direction of the Office of the Governor, Commission Chairman, and the Director, as well as criminal history reconciliations and researching court-ordered legal financial obligations. Maintains expert knowledge of the Rules of Executive Clemency and appropriate Florida Statutes related to clemency investigations.
• Analyzes, organizes, and ensures accuracy of existing case information developed and submitted by central office and field staff for quality assurance purposes; identifies and requests additional information from field offices, the courts, state attorneys, law enforcement, the Department of Corrections, and other states; compiles legal data, completes record checks using various criminal justice databases, telephone calls or facsimiles for submission to the Board of Executive Clemency. Researches historical and current clemency records in the clemency database.
• Completes executive case summaries of Confidential Case Analyses (CCA) in advance of Clemency Board Meetings and Restoration of Civil Rights (RCR) case summaries. Reviews and prepares investigations for various cases including Requests for Review for Commutation of Sentence and With a Hearing Unfavorable Recommendations. Researches and identifies additional cases submitted based upon regular requests from the Office of the Governor.
• Develops training materials, maintains, and updates procedural manuals, conducts staff training, and assists in the development of policies and practices relating to operations and general clemency cases including goals. Prepares desk reference guides and assists in revising procedure directives. Assists in the design, implementation, and subsequent training of staff in the utilization of new forms, procedures, and multiple criminal justice databases used in conducting investigations.
• Maintains a working knowledge and/or certification of various criminal justice data systems and computer programs including Florida Crime Information Center/National Crime Information Center (FCIC/NCIC), Corrections Data Center (CDC), Inmate Records Imaging System (IRIS), Comprehensive Case Information System (CCIS), Public Access to Court Electronic Records (PACER), Driver and Vehicle Information Database (DAVID), Management of Application for Clemency (MAC), Adobe Acrobat Pro, Microsoft Word, and Excel.
• Research, conducts, and prepares an in-depth capital punishment case brief and study of Circuit Court, State Supreme Court, and Federal Court files as well as the Department of Corrections' files of inmates on death row. Reviews all available criminal and social history information, legal documents, trial transcripts, appeals (before and after a death warrant is signed), motions, petitions and responses filed in the courts. Reviews and evaluates the completed CCA from field staff to ensure accuracy, completeness and compliance with established policies and procedures before submission of the CCA to the Commissioners and the Governor and Cabinet. Assembles and maintains all materials received by the regional field staff. Assembles the comprehensive investigation packet containing the collection of detailed information, a summary of the legal data and circumstances of the offense for presentation to the Commissioners and the Board of Executive Clemency. Provides research and support to the Commissioners in their review and summary of cases.
• Maintains and provides monthly statistics on various tasks and assignments conducted and/or completed. Confers with the Director and supervisors to identify problem areas and work with staff to find solutions and/or improvements that can be made to increase efficiency and productivity. Assists the Director in the review and processing of the general clemency case workload; gathering information for clemency records requests and agency audits; and in leading special initiatives of the Board of Executive Clemency. Periodic travel for clemency training may be required. Responds to requests for procedural explanations from Commissioners and Clemency Aides and performs other duties as assigned by the Director.

MINIMUM REQUIREMENTS
  • A bachelor's degree from an accredited college or university or four years criminal justice work experience may substitute for the college education.
  • Minimum of two years investigative experience.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of criminal justice principles and practices, legal terminology, and methods and techniques of reviewing, researching, and summarizing criminal and social data.
  • Knowledge of the principles of executive clemency and the State of Florida Rules of Executive Clemency.
  • Knowledge of fact finding and problem solving techniques.
  • Skilled in using computers including proficiency in Microsoft Word, Excel and Outlook.
  • Ability to communicate effectively verbally and in writing.
  • Ability to conduct interviews and investigations; to communicate concise and accurate information.
  • Ability to effectively compose written reports and investigations.
  • Ability to maintain cooperative working relationships.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to handle matters of highly confidential nature.
  • Ability to identify the nature of problems and use logic and analysis to identify the strengths and weaknesses of different approaches.
  • Ability to supervise staff.
  • Ability to work independently.

Preference may be given to applicants that possess a college degree from an accredited college or university.
