DEFINITION
Under general supervision, performs a variety of para-professional and routine entry-level professional administrative, analytical, technical, marketing and programmatic duties in support of various administrative and programmatic operations and activities; assist with development of marketing materials; provides staff support to Community Development department, office, and/or program area; coordinates assigned activities with other divisions, outside agencies, and the general public; and performs related duties and responsibilities as required. This is a para-professional class leading into the professional Management Analyst series. Incumbents perform para-professional administrative and programmatic support and routine entry-level professional analysis duties while learning City policies, procedures, and specific techniques related to area of assignment. Work progress is frequently reviewed, parameters of the work are well defined, and the methods and procedures necessary to complete the work are predetermined. As experience is gained, assignments gradually become more diversified and incumbents work with greater independence. Job assignments are in specific departments and/or programs, where incumbents are expected to assist the department head, division manager, and/or higher-level analysts with program, operational, and administrative functions.SUPERVISION RECEIVED AND EXERCISED

Essential duties and responsibilities may include, but are not limited to, the following: Performs a variety of para-professional administrative and routine entry-level professional analytical and technical duties requiring analysis and the application of specific program knowledge and administrative skills in support of a City department, division, program, or function; provides assistance in administrative and operating programs as assigned. Conducts research; collects and compiles information from various sources; analyzes data; prepares written and/or oral reports; assists in the preparation of grants; develops and revises forms and report formats; establishes procedural manual for clerical and administrative support services for assigned areas. Assists in the preparation of the annual budget and monitors budget expenditures. Participates in planning, coordinating, implementing, and promoting assigned programs, projects, and initiatives; participates in the development and implementation of program goals, objectives, policies, procedures, and priorities. Provides assistance in resolving operational and administration problems; identifies problem areas and issues; conducts research to find alternative solutions; makes recommendations; assists in implementation of recommendations. Researches, analyzes, and makes recommendations on program compliance with applicable laws and regulations. Receives, researches, and responds to citizen requests for information. Prepares a variety of public outreach and informational materials including newsletters and brochures. Assists in the preparation of requests for proposals for hiring outside consultants, vendors, and contractors; assists in researching contract service and supply needs; monitors contract compliance. Serves as a contact and liaison for assigned functions and programs with other City departments and staff, the general public, and outside agencies and organizations. Performs related duties and responsibilities as required. Qualifications Knowledge of: General understanding of public administration, organization and operation of municipal government. Research and reporting methods, techniques, and procedures. Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility. General understanding of basic budget preparation and administration. Application of critical thinking and analysis. Records keeping principles and procedures. Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. Various marketing software such as canva and adobe suite to create marketing materials. Video production skills such as shot planning, camera operations, composition, lighting setup and management. Video editing skills such as post-production, color correction, audio editing, sound balancing, motion graphics, file organization and digital asset management. Social media skills such as creating short-form videos, social media content planning. Knowledge of ADA compliance including caption and website readability. Software proficiency such as adobe premiere Pro, adobe after effects, CapCut, Canva, Microsoft Office or Google Workplace. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. Methods and techniques of preparing technical and administrative reports, and general business correspondence. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. City and mandated safety rules, regulations, and protocols. Ability To Assist in the development of goals, objectives, practices, policies, procedures, and work standards for the department. Analyze, interpret, summarize, prepare and present administrative and technical information and data in an effective manner. Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Effectively represent the department and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals. Establish and maintain a variety of filing, record keeping, and tracking systems. Properly interpret, ensure compliance with, and make recommendations in accordance with laws, regulations, and policies. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Demonstrate an awareness and appreciation of the cultural diversity of the community. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Ensure adherence to safe work practices and procedures. Operateavehicleobservinglegalanddefensivedrivingpractices. Creates promotional materials such as videos, brochures, press releases, and social media content. Designs and implement marketing campaigns across digital and traditional channels, including social media, email, print, and events Produce marketing materials for the Department such as brochures, videos and social media posts. Communicate effectively in person and in writing; ability to interview community members, work with staff and volunteers, coordinate event coverage, and have great customer service. Typical Qualifications Experience and Training Guidelines Experience Any combination of experience and training that would likely provide the required knowledge and abilities to perform the essential functions is qualifying. A typical way to obtain the knowledge and abilities would be: Experience performing professional administrative and marketing responsibilities in a municipal government is highly desirable but not required. Training Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Management, Business or Public Administration, or a closely related field. Licenses And Certifications Possession of a State of California driver’s license and proof of insurance. FAA Part 107 Drone Certification (The following is desirable but may not be applicable across all departments) Special Requirements Employee in this class may be required to work extended hours including evenings andweekends.WORKING CONDITIONS

Environmental Conditions Employees in this class generally work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Physical Demands Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; and to operate a motor vehicle to visit various City development and meeting sites. Vision is required to read printed materials and a computer screen. Hearing and speech is required to communicate in person, before groups, and over the telephone. Touch is required in order to handle documents, and use a computer. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Must be able to sit for prolonged periods of time. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds. Employee Benefits The City of Jurupa Valley offers an excellent benefit package for full-time career employees through a flexible plan. The plan provides: Paid Time Off (PTO) for full-time employees is based on the years of service leave credit schedule as follows: Years of service Annual Accrual Not to exceed 2(x) annual max 1-3 years 120 hours 240 hours 4-7 years 160 hours 320 hours 8+ years 200 hours 400 hours PTO includes paid time off for all purposes (excluding holidays). For employees working 32 hours per week, the PTO accrual is pro-rated. 13.5 Paid Observed Holidays per calendar year. $2,000 Monthly Cafeteria Health Allowance for medical, dental and vision. The City’s health plans are for eligible employees and their qualifying dependent(s). For all Members excluding Executives City paid life insurance coverage in the amount of $150,000. For Executives City paid life insurance 1.5 times annual earnings up to a max of $300,000. Short and Long-Term Disability Plans through Lincoln Financial Group. Voluntary supplemental products for critical illness, long and short- term disability and life insurance are also available. Voluntary Deferred 457 Compensation Plan –MissionSquare Retirement. In lieu of Social Security, the City implemented a Defined Contribution Plan thorough MissionSquare Retirement. The City contributes 7% of Full-Time employee’s gross salary and 7.5% of Part-Time employee’s gross salary towards the MissionSquare Retirement Plan and the employee is vesting at time of hire. Employee may also contribute zero (0) or up to twenty percent (20%). Employee contribution election is irrevocable. 9/80 workweek schedule with every other Friday as a Flex Day Off. Schedule will be determined by the hiring manager. Employee Assistance, Legal Shield and Scholar Share 529 Program. United Pet Care Insurance Program. Tuition Reimbursement $2,500 per year. Bereavement Leave – Five Paid Days. Sick Time – Full Time Employees (45 Hours annually) Part Time Employees (40 Hours annually).
