Administrative Program Specialist A

About This Job The Division of Administration/Office of Facility Planning and Control has a vacancy for an Administrative Program Specialist A (pay grade AS‑613). The Office of Facility Planning and Control administers the state’s capital outlay budget process, prepares preliminary state construction plans, manages state and non‑state projects, oversees contracts from planning through completion, and ensures compliance with funding arrangements. The Administrative Program Specialist A serves as the central manager and steward of physical and electronic records for capital outlay projects, ensuring accurate organization, accessibility, compliance with retention regulations, and long‑term preservation. Beyond records management, the role supports organizational operations by overseeing payroll and timekeeping accuracy, managing office inventory and purchasing, and providing administrative, technical, and backup support across multiple functions. Ideal Candidate Competencies Accepting Direction – Open and willing to follow guidance or instructions. Following Policies and Procedures – Ability to follow, reinforce, adapt, or develop policies to maintain compliance with federal, state legal requirements, State Civil Service rules, and organizational policies. Making Accurate Judgments – Ability to form an opinion objectively and decisively based on relevant information and established standards. Division Context The Division of Administration is the State Government’s Management Arm and the hub of its financial operations. Its offices perform activities such as: Overseeing the state’s capital construction program. Providing state and federal grants for community development. Development of the state budget. Providing technology services. Guiding agencies in the state purchasing and contracting process. Administering a program that provides federal funds to help residents recover from hurricanes. Minimum Qualifications Three years of experience in administrative services; or Six years of full‑time work experience in any field; or A bachelor’s degree. Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience toward the six years of full‑time work experience, up to a maximum of 120 semester hours (four years). Job Duties Serve as the central manager of physical and electronic records for capital outlay projects, ensuring accurate organization, accessibility, and long‑term preservation. Maintain compliance with records retention policies and regulatory requirements through consistent monitoring and documentation practices. Oversee payroll and timekeeping processes to ensure accuracy, timeliness, and adherence to policies. Manage office inventory and purchasing functions, including tracking supplies and coordinating procurement activities. Provide administrative, technical, and backup support across multiple functions to ensure efficient operations and continuity of services. Position‑Specific Details Appointment type: New hire or promotion of a current permanent, classified employee. Louisiana is a “State as a Model Employer” for people with disabilities.
