Job Description and Duties

Under the general direction of the Deputy Secretary Fiscal Policy and Administration (Deputy Secretary), the Assistant Deputy Secretary for Fiscal Services is responsible for the strategic planning, policy development, direction, and oversight of the department’s fiscal operations, including accounting, budget, acquisitions and grants. The incumbent ensures fiscal integrity, accountability, compliance, and operational effectiveness in support of the department’s mission and statewide priorities. This position provides high-level consultation to executive leadership on fiscal matters, resource management, risk mitigation, and internal controls.

Working Conditions

This position is headquartered in Sacramento, CA. The incumbent will be required to report to the assigned headquarter in accordance with the Statewide Telework Policy.

CalEPA positions may be eligible for hybrid telework schedules with in-person attendance based on operational needs under Government Code 14200 for applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA Telework Policy and/or future program requirements. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the designated headquarter location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay. Please note additional conditions below:

• Requires being in a stationary position, consistent with office work, for extended periods.

1. Describe your experience leading public-sector fiscal operations, including accounting, budgeting, financial reporting, internal controls, audits, and compliance with applicable laws, regulations, and statewide policies.
2. Describe your experience advising executive leadership on complex fiscal matters, such as resource management, fiscal forecasting, budget change proposals, legislative impacts, risk mitigation, procurement, or strategic initiatives.
3. Describe your leadership experience supervising, developing, and supporting managers or staff, including how you foster accountability, collaboration, innovation, and continuous improvement within a team or organization.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of State of California fiscal policies, laws, regulations, and control agency requirements, including experience working with oversight or control agencies.
• Experience advising executive leadership on fiscal impacts, resource management, legislative proposals, risk mitigation, and strategic initiatives.
• Strong leadership and supervisory experience, including developing managers or staff and fostering accountability, collaboration, and continuous improvement.
• Experience overseeing audits, reconciliations, corrective action plans, internal controls, and fiscal compliance activities.
• Experience with budget development and administration, including fiscal forecasting, budget change proposals, fiscal analyses, and expenditure tracking.
• Knowledge of State procurement, contracting, and acquisitions processes, including procurement planning, contract administration, and risk management.
• Strong analytical, written, and verbal communication skills, including the ability to present complex fiscal information to executive leadership and stakeholders.
