ACCOUNTANT II

Accountant IIDauphin County Controller's Office is currently accepting applications for the full-time position of Accountant II. The overall objective of the employee in this position is to assist in the organization and coordination of the daily activities of the Controller's Office. Duties include, but are not limited too, payroll related functions and performing various accounting operations (i.e. reconciling various bank accounts and performing additional tasks as assigned by the Controller and/or Chief Deputy Controller and the Accounting Manager. Future assignments will include cross training for some duties of the Accountant III and the Accounting Manager. Salary is commensurate with experience. The employee in the Accountant II position is responsible for but not limited to performing the following essential functions listed below.Essential Functions Of Job:Generates data reports through the County's Financial Accounting system and distributes the computer-generated reports to County departments through the County's email system on a daily and/or monthly basis.Interfaces payroll with central accounting systems and posts the transactions.Prepares payroll special checks for wage attachments and deductions.Processes voids and issues payroll supplemental checks as necessary.Reviews and processes payroll related tax and deduction schedules.Transmits any ACH or ARP files to the current bank and maintains the verifications of all transmissions, including any related to Payroll.Performs bank reconciliations monthly for various accounts, agencies and departments.Verifies bank reconciliations and monthly reporting for the Magisterial District Justice offices.Monitors Positive Pay through the current bank.Performs other related tasks as requested by the Accounting Manager, Accountant III, the Chief Deputy Controller and the Controller.Develops spread sheets for allocation, reporting, and accounting processes.Processes journal entries to record allocations, reclassify miscoded or reassessed entries and to post additional transactions as required.Aids Controller's Office staff and other county personnel on accounting and internal control related issues.Assumes some of the duties of the Accountant III and/or the Accounting Manager in his or her absence.Aids the auditors for the County's annual audit.Processes the monthly State Sales Tax.Processes monthly distribution of collected Real Estate Transfer Taxes.Interim audits for Petty Cash are performed on an as needed basis.Maintains the accounts payable vendor file.Other Duties Of Job:Performs other related tasks and assignments as requested by the Accounting Manager, Chief Deputy Controller, and the Controller.Aids Controller's Office Staff and other County personnel on accounting and internal control related issues as needed.Performs other job-related duties as required.Supervision Received:Receives direct supervision from the Accounting Manager and Chief Deputy Controller regarding daily work duties and special work projects.Supervision Given:NoneWorking Conditions:Works indoors in adequate office space, lighting, temperatures and ventilation.Occasional exposure to disruptions and stress.Above normal indoor exposure to dust and dirt.Physical/Mental Conditions:Must possess the ability to record, convey and present information, explain procedures and follow instructions.Must be able to sit for long periods throughout the workday, with intermittent periods of standing/walking and occasional bending, twisting, stooping, reaching and grasping as necessary to carry out essential job duties.Dexterity requirements range from coordinated movements of fingers/hands to simple movements of feet/legs/torso as necessary to carry out essential job duties.Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.Must be able to cope with the physical and mental stress of the position.Must be able to pay close attention to details and concentrate on the work.QualificationsA. Education/Training/Experience:Associate's degree in accounting or business administration or a related field preferred; two or more years of experience in governmental accounting; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position. Must have a working knowledge of Microsoft Office products in addition to other software as needed.
