BUDGET ANALYST IV

Budget Analyst IV The City and County of Honolulu is seeking a detail-oriented Budget Analyst IV to support the development and coordination of departmental operating and capital budgets. This position plays a key role in helping City departments achieve their goals through budget analysis and program management. Responsibilities Review and analyze operating and capital improvement budget requests Evaluate supplemental appropriations, expenditure schedule, and fund transfers Conduct program and operational evaluations to support management decisions Review requests for new programs, positions, reorganizations, and equipment purchases Conduct studies on organizational structure, staffing, and work procedures Collaborate with department leadership on budgetary policies and management initiatives Minimum Qualifications Citizen, national, or permanent resident alien of the United States or a non‑citizen eligible under federal law for unrestricted employment. Equivalent to graduation from an accredited four‑year college or university with a Bachelor's degree in Political Science, Public Administration, Business Administration, Economics, or a related field. Work experience may substitute for a bachelor's degree on a year‑for‑year basis; for example, four years of professional work experience or four years of budget/fiscal/business management experience may be considered equivalent. Two years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs, applying budget analysis principles, and preparing clear written and oral reports. A Master's degree in Business Administration or Public Administration may substitute for six months of the required experience. Strong analytical, research, and quantitative skills, familiarity with municipal government budgeting, and the ability to assess program and policy impacts.
