Job Purpose

Lead the China Procurement Department to achieve cost-efficient purchasing, support global sales growth, and develop highly reliable manufacturing partners. This is a proactive leadership role requiring hands-on commercial negotiation, strict process enforcement, and the ability to independently drive resolutions without micromanagement.

Responsibilities:
• Team Leadership & Operations: Manage the daily operations of the China Procurement team. Delegate tasks, review contracts/agreements before approval, enforce strict SOPs, and maintain high process discipline to ensure zero-defect operations.
• Strategic Sourcing & Negotiation: Drive the RFQ process. Execute high-stakes price negotiations, conduct deep cost analysis, and secure favorable payment terms and volume discounts from manufacturers.
• KPI Tracking & Performance: Track and continuously improve department KPIs (price competitiveness, PO cycle time, OTIF delivery, defect rate, and accuracy). Train new team members and schedule continuous improvement activities. Ensure efficiency of all RFQs, Orders and Registrations; read every related task and identify potential problems early.
• End-to-End Export & Order Execution: Take overall charge of the procurement-to-export lifecycle. Ensure seamless coordination of production, logistics, and shipping documents directly with manufacturers and the Sales Dept.
• Proactive Crisis Management: Act as the ultimate escalation point for supply chain bottlenecks. Provide immediate, aggressive, and effective solutions to factory delays or disputes.
• Vendor Audits & Registration: Travel to visit and audit manufacturers/exhibitions when required. Push factories to comply with regulatory/GMP document requirements to support international registrations.
• Cross-Functional Collaboration: Maintain seamless communication with Sales, Registration, Logistics, and Accounting departments.

Requirements:
• Core Industry Experience: 5 to 10 years of total experience in purchasing, sourcing, and exporting, with a minimum of 4 to 7 years in the Pharmaceutical, Medical Device, or Healthcare trade industry.
• Leadership Experience: Minimum of 2 to 3 years in a proven team leadership or managerial role. Must possess the maturity to lead the China procurement team independently.
• Education: Bachelor’s degree or above; major in Business, Supply Chain, Pharmacy, or a related field is preferred.
• Communication & Hustle: Fluent in spoken and written English and Mandarin. Must possess highly assertive negotiation skills and the ability to confidently push back on factory management.
• Technical & Organizational Skills: High attention to detail, accuracy, and process discipline. Familiar with ERP systems (Odoo preferred).
• Travel Requirement: Willingness and ability to travel for factory audits, supplier negotiations, and industry exhibitions.

Preferred:
• Experience managing dual-country sourcing.
• Knowledge of pharmaceutical registration documents and GMP-related requirements.
