Summary: This individual is responsible for the strategic analysis and contribution towards planning for the Bank's increasingly profitable financial performance. The finance department and designated accounting staff members will be managed by this role. Successful individuals will be hands on in the performance of the role. Individual will spend 75% of their time completing tasks directly, rather through the individuals they manage.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

1. Oversees the management of the finance and corporate accounting department and specific individuals within the accounting department to coordinate directly or through subordinate staff members and finance internal control policies and procedures.
2. Manages, coaches, and develops designated individuals in the accounting and finance staff.
3. Presents management reporting and strategy to the Board of Directors and Regulators on regular basis, as well as addressing questions and recommendations from both.
4. Monitors performance of Bank and makes suggestions to improve performance.
5. Reviews all organizational policies and procedures impacting the accounting department to ensure these documents are consistent with best business practices and regulatory requirements, making recommendations for enhancement as needed.
6. Reviews the accounting and management reporting systems that provide management the necessary information to run the Bank in compliance with Generally Accepted Accounting Practices (GAAP), regulatory requirements, and Internal Revenue Service (IRS) regulations.
7. Maintains knowledge of banking laws, regulations and changing accounting practices.
8. Acts as the liaison between the Bank and its shareholders, ensuring that any subdebt offerings, other shareholder matters are managed, and accounted for appropriately.
9. Works with management representatives of different departments of Bank to maintain a financial management system to ensure the necessary information is collected and analyzed to make appropriate financial decisions for the organization.
10. Prepares periodic regulatory reports and reports for senior management and the Board.
11. Ensures appropriate budgets and other strategic planning tools are utilized as needed for appropriate management of the Bank.
12. Work together with Treasurer to monitor cash position to cover cash commitments; coordinate movement of excess cash to and from investment accounts. Execute overnight borrowing and investment of corporate liquidity.
13. Provide authoritative guidance and recommendations to senior management on balance sheet management issues.
14. Partner with Treasurer to formulate balance sheet strategy with the assistance of the CEO to determine appropriate volumes, maturity structure and optionality of discretionary assets and liabilities.
15. Reviews, educates, and consults with other members of senior management regarding economic and financial market conditions, and risk and balance sheet management issues.
16. Performs such other duties as may be assigned or which inherently or logically belong with the position.
