Street Outreach Network Program Manager (Program Manager I, Grade 23)

About the Position Program Manager I – City of Montgomery County Department of Health and Human Services Salary range: $76,742 to $112,321 (based on qualifications and experience). The role supports the Children, Youth, and Families Division, Positive Youth Development Program, by providing program and field support to outreach workers within the Street Outreach Network (SON). Who We Are Looking For The Program Manager will lead field operations, support outreach staff in real time, and coordinate cross‑agency efforts to promote youth safety and violence prevention. Responsibilities Offer real‑time assistance to reduce risk and liability for staff while enhancing the quality of service delivery. This includes on‑spot troubleshooting and supplemental support in school and community settings. Serve as the primary liaison with partner agencies (Montgomery County Police Department, Recreation Department, Public Schools, State’s Attorney Office, and other community partners) to facilitate collaborative problem solving around gang violence prevention and intervention. Collaborate with Program Manager II to ensure the accuracy and integrity of all data collection related to program activity. Collaborate with SON staff and Office Services Coordinators to ensure all required paperwork and documentation related to SON operational expenditures are completed accurately and submitted timely. Provide community stakeholders with up‑to‑date information about the services offered by the SON and serve as a key representative of the program. Maintain a spirit of teamwork, collaboration, and unity with the SON team. Oversee the performance evaluation process for SON staff and perform additional administrative duties as assigned. Manage procurement‑related tasks, including processing P‑Card transactions, creating SON purchase orders, and handling all SON‑related invoice processing. Minimum Qualifications Experience: At least 3 years of experience working in youth development and with gang‑involved youth. Education: Bachelor’s degree from an accredited college or university (equivalent combination of education and experience may substitute). License: Valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence. Medical Protocol: Completion of a pre‑employment medical history form. Preferred Criteria Experience providing real‑time operational guidance and field support to outreach staff in school or community settings. Experience collaborating with law enforcement, schools, recreation departments, prosecutors, or community partners to support youth safety or intervention efforts. Experience ensuring the accuracy and quality of program documentation, data collection, and reporting. Experience managing procurement tasks such as P‑Card transactions, purchase orders, and invoice processing. Experience supporting staff development through coaching, team capacity building, or performance evaluation processes. Experience developing or delivering presentations or briefings to community groups or stakeholder audiences. Experience creating or improving program tools, templates, forms, or workflows to support team operations. Experience coordinating with community stakeholders and partners on youth‑related safety concerns, incident response, or communication processes. Important Information A criminal background check will be conducted on the selected candidate before appointment and will be a significant factor in the hiring decision. Driver’s license: This position REQUIRES possession and maintenance of a valid driver’s license from the applicant’s state of residence and the ability to travel to schools, homes, community locations, and provider sites to oversee field operations, support outreach staff, and participate in youth‑focused interventions. Work schedule: Outreach activities and engagement with youth or community partners may require evening or weekend availability to provide real‑time support to outreach staff and respond to emerging program needs. Benefits Leave Benefits Non‑MLS permanent and term employees earn 15 days of sick leave and 15 days of annual leave in their first year, plus up to three additional personal days each calendar year. MLS positions earn 35 days of paid time off each year. All employees receive 10 paid holidays. The leave policies comply with the Family Medical Leave Act of 1993 and provide six weeks of paid parental leave. Retirement Benefits All permanent and term positions are eligible for robust retirement plans. Public‑safety positions have a defined benefit pension plan after five years. Non‑public‑safety positions can participate in retirement plans that contribute up to 12% of their annual salary. All employees can also participate in a supplemental retirement plan (457 Deferred Compensation Plan). Tuition Assistance & Student Loan Forgiveness Employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet requirements may qualify for forgiveness on the remaining balance on their Direct Loans after 120 qualifying monthly payments while working full‑time. The tuition assistance program allows up to $2,130 annually in tuition assistance. Free Mass Transit Benefit County employees may use the RideOn Bus service for free with a valid County‑employee ID. This benefit is available any time of day or evening, including weekends. A pre‑tax flexible spending account can reduce the cost of other mass‑transit options such as MARC trains and Metro. Reduced Child and Health Care Costs Permanent and term employees may participate in healthcare and childcare Flexible Spending Accounts, saving on a pretax basis for healthcare and dependent care costs.
