SUMMARYDESCRIPTION

Under direction from an appropriate levelmanager or administrator, plans, conducts, and presents researchand analysis of institutional data related to the development andassessment of College programs, services, activities, andenrollment patterns; and provides a variety of complexdecision-making and planning support to the President of theCollege or designee.

REPRESENTATIVEDUTIES

The following duties are typical for thisclassification. Incumbents may not perform all of the listed dutiesand/or may be required to perform additional or different dutiesfrom those set forth below to address business needs and changingbusiness practices. Assist withthe implementation of program reviews, College planning activities,accreditation processes, and decision-making processes related tostudent success and institutional effectiveness. Coordinateprocedures for College enrollment tracking, measurement, andplanning; provide research support, including data acquisition andanalysis for enrollment management and planning. Participatein Program Reviews; develop surveys for the College’s annualmandatory Program Review process; plan and implement surveyschedules; collect, input, and process data from surveys; provideresearch and technical assistance to programs for the analysis,interpretation, and presentation of data in their finalreports. Participatein the analysis, report preparation, and dissemination ofinformation/results related to statistical, demographic, andempirical studies used in College programs and services; consultwith College administrators regarding research needs, currentstudies, results of research, and related matters; edit and reviewCollege statistical information for accuracy and conformity tostandards. Develop andimplement effective and sound survey instruments as determined bythe administration, faculty, or staff for both required andinvestigative data trends analysis; collect and process data;analyze data and present results in comprehensive reports; assistCollege leadership in accessing student demographic data as well aswith data analysis for additional planning purposes. Participatein the preparation of a variety of reports and external surveys;write or provide technical and editorial assistance in the writingand publishing of special reports and publications; completesurveys as requested/required by external private or publicagencies. Provide thenecessary research support to existing grants as required; provideresearch support for grant applications. Coordinatewith District Information Technology and District Research andPlanning Office staff for the development and implementation of anaccurate, effective, and useful District information managementsystem. Coordinatewith College leadership for a campus-wide research agenda; edit andreview College-related statistical information for accuracy andconformity to standards; assist College leadership with otherspecific research requirements, including those foraccreditation. Operatecomputer and peripheral equipment, including the technical aspectsof current spreadsheet and database management software; utilizequery programs to access mainframe data; download and transfer dataas required for various projects. Create,design, and maintain assigned office website; publish the latestresearch information on site. Maintaincommunication with various external research and planning agenciesto ensure the College remains current with the latest trends inresearch and data acquisition for the community college system. Performrelated duties as required.

QUALIFICATIONS

Knowledge of: Standardstatistical procedures and research methods, including thoserelated to sampling, projections, significance, anddistributions. Principles andpractices used in the development and implementation of surveyinstruments and techniques. Datacollection and coding methods. Officeprocedures, methods, and equipment, including the operatingcharacteristics of personal and mainframe computers, peripherals,and a variety of software applications, including statistical, wordprocessing, advanced spreadsheet, and database managementapplications. Principles andprocedures of complex data management and reporting. Principles andpractices of fiscal, statistical, and administrative reportpreparation. Principles ofbusiness letter writing. Oral andwritten communication skills. Principles,practices, and procedures of record keeping. Principles andpractices used to establish and maintain files and informationretrieval systems. Workorganization principles and practices. English usage,grammar, spelling, punctuation, and vocabulary. Methods andtechniques used in public relations. Ability to: Performstatistical research and analysis work of a specialized natureinvolving the use of independent judgment and personalinitiative. Analyze current and historical statistical data and develop sound, logicalconclusions and recommendations. Assist inplanning, organizing, and directing complex projects requiringmultiple tasks and input from a variety of sources. Develop andimplement a comprehensive research design and methods with specifictimelines. Access,download, consolidate, and analyze data from District informationsystems. Compile dataand prepare and present administrative, analytical, and technicalreports and recommendations. Understand theorganization and operation of the assigned program area asnecessary to assume assigned responsibilities. Understand,interpret, and apply administrative and office policies andprocedures as well as pertinent laws, regulations, andordinances. Plan andorganize work to meet schedules and changing deadlines. Operate officeequipment, including personal and mainframe computers, peripherals,and supporting applications, including advanced spreadsheet anddatabase management systems used in data analysis, maintenance, andreport preparation. Utilizesophisticated survey development and data processing equipment andsoftware. Develop andimplement online survey tools. Adapt tochanging technologies and learn the functionality of new equipmentand systems. Work understeady pressure with frequent interruptions and a high degree ofpublic contact by phone or in person. Work well inteam situations and collaborate effectively with diverse groups ofpeople. Work with andexhibit sensitivity to and understanding of diverse racial, ethnic,cultural, sexual orientation, academic, socioeconomic, anddisability backgrounds of community college students. Communicateclearly and concisely, both orally and in writing. Establish andmaintain effective working relationships with those contacted inthe course of work.

EDUCATION AND EXPERIENCEGUIDELINES

Any combination of education andexperience that would likely provide the required knowledge andabilities is qualifying. A typical way to obtain the knowledge andabilities would be: Education/Training: Equivalent to a bachelor’s degreefrom an accredited college or university with major course work inbusiness administration, economics, sociology, statistics, or arelated field. A master’s degree is desirable. Experience: Two years of increasinglyresponsible experience in the collection, analysis, reporting, andpresentation of research data.
