The Procurement Agent is responsible for the procurement and contracting of materials, supplies, equipment, and services for Mines in the Procurement and Contracting Department. This is a key member of the procurement team and serves as a resource to faculty, staff, and campus administrators. Procurement and contracting for goods and services is complex and includes many different components which require critical thinking skills in addition to a strong public procurement background. The Procurement Agent will apply public procurement best practices and strategies, regulatory guidelines, accepted purchasing principles and Mines policies to meet the job requirements and responsibilities. Essential responsibilities include managing purchase requests, administering solicitations, navigating complex procurements and reviewing contracts, and other documentation. The position requires adaptive thinking skills, working independently and as a team, ability to research and resolve issues, strategically analyzing procurement requests, and consistently reviewing processes and procedures, and making recommendations for improvements. The position is responsible for handling a large amount of data, a high volume of requests where attention to detail, organization and timeliness are essential. Procurement offers a hybrid work environment, in accordance with Mines Flexible Workplace Policy. This position is eligible for hybrid work following an initial training period and subject to management approval. Please note: This position is not eligible for visa sponsorship now, nor will it be in the future.**PRIMARY RESPONSIBILITIES****General Procurement Duties*** Maintain the integrity of the public procurement process.* Serve as primary procurement contact and offer guidance to campus.* Manage and execute University purchase requests, including intake, pre-approval routing, vendor verification, negotiation, and processing.* Analyze purchasing needs, specifications, and data; clarify requirements with requestors.**Competitive Solicitations*** Develop, issue, and manage competitive solicitations including Request for Proposals, Invitation for Bids, Sole Sources, and Documented Quotes of various complexity. Depending on scope of solicitation, one or several Procurement Agent may be assigned and may work in coordination with the Senior Procurement Agent, the Procurement Manager or other senior staff.* Assist with drafting of scope of work and information requested from bidders/offerors including review of previous similar solicitations (if available), researching publicly available solicitation documents for similar goods and/or services, providing guidance to scope writers, ensuring clarity and accuracy and obtaining sign off from appropriate parties.* Prepare other solicitation documentation including timeline outlines, bidder lists, addendums, responsiveness verification, evaluation materials, committee training materials, selection notices, and award documents.* Schedule and conduct pre-bid meetings and/or walk-through events with internal and external participants.**Contract Review and Management*** Draft, review, negotiate and administer low complexity contracts on Mines or vendor templates.* Work with the Contract Administrators or management team to draft, review, negotiate and administer medium to highly complexity contracts on Mines or vendor templates. Assess the risk level of terms and work with Contract Administrators, as needed, on high risk, problematic, or difficult contract terms to resolve.* Create contract records in contracts database including appropriate documentation such as the original and modified contract, notes to file, exhibits, approval documents (as applicable) relevant correspondence and other files as necessary.**Systems and Reporting*** Utilize Workday, contracts database, Microsoft suite, and other campus and procurement tools to support process efficiency.* Run procurement reports to provide information, interpretation and/or guidance to campus or to manage procurement-related data.* Understand and assist with end of fiscal year reporting to facilitate transition between fiscal years.**Minimum Qualifications*** Bachelor’s degree in business or related field and two years of procurement-related experience OR* 6 years of procurement-related experience.* Proven track record in professional environments with a focus on self-motivation and multitasking.* Proficient in Microsoft Office Suite, databases, presentation software, and enterprise financial systems.* Comprehensive understanding of public procurement theories, principles, and best practices.* Strong research and problem-solving abilities, with the independent judgment to analyze information and provide recommendations to leadership.* Effective oral and written communication skills, including the ability to convey information to a wide range of constituencies.* Demonstrated customer service skills and the ability to work fairly and equitably within a diverse community.* Maintains a high sense of personal and professional ethics and integrity.* Proven ability to meet multiple deadlines while recognizing when to seek assistance or ask questions.**Preferred Qualifications*** Procurement experience working in an institution of Higher Education, K-12 education or public institution.* Demonstrated familiarity with Workday.* Excellent training skills.* Institutional knowledge of Mines including policy, processes, departmental needs and contracts.* Nationally recognized procurement certifications such as CPPB, NIGP-CPP, or ability to obtain certification.**Salary and Benefits**Rate of $60,000.00 - $62,200.00/yearMines takes into consideration a combination of candidate’s education, training and experience as well as the position’s scope and complexity, the discretion and latitude required in the role, work location, and external market and internal value when determining a salary level for potential new employees.Colorado School of Mines offers a robust portfolio of benefits for all employees.
