As a Senior Instructional Systems Specialist, you will utilize Instructional Systems Design processes and procedures to design and develop training, and act as a lead consultant to our customers to guide them towards best solutions possible to meet their needs. Responsibilities Applies ADDIE (Analyze, Design, Develop, Implement, and Evaluate ) and ISD (Instructional Systems Design) methodologies to develop, implement, and sustain education and training programs throughout their full life cycle. Plans, manages, and evaluates all phases of instructional systems design, including needs analysis, content development, and formative and summative evaluation. Serves as analyst and program designer for major projects, overseeing design, development, pilot delivery, and evaluation of instructional courses and training packages Reviews, develops, and provides quality assurance for training products, ensuring compliance with federal statutes, regulations, policies, and standards. Develops guidance and training for content subject matter experts to help them create instructional products on the subjects they teach. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/03/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/03/2026. Application Limit: This vacancy is limited to the first 50 applications received. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing all of the following duties: Advising on instructional systems design and application of instructional technology for effective training solutions. Assessing strengths and weaknesses of classroom, web, broadcast, and on-the-job training methods for performance-based learning. Evaluating training needs using in-depth methodologies and applying adult learning principles to address identified gaps. Planning and managing all phases of ISD, including needs analysis, curriculum design, media selection, and formative and summative evaluations. Leading design, development, pilot delivery, and evaluation of distance learning, eLearning, and online training programs for diverse audiences.
