This key personnel position leads a team providing comprehensive cybersecurity program implementation, validation, and compliance services in support of the DoD Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF).Location: (Onsite) Philadelphia, PAClearance: Active SecretResponsibilities and/or Success Factors:Serve as the overall program manager and primary interface with NSWCPD Code 104 customersPlan and direct tasks, as well as conduct on-site supervision of subordinate personnelValidate and verify that work products and services of team members meet expectations and requirementsReview all deliverables and work products before they are delivered to ensure quality and compliance Project ManagementEnsure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraintsPartner with government project managers to ensure all key activities and actions are captured, scheduled, and risks identified and mitigatedPrepare project schedules, including resource loading, dependencies, and critical path analysisMonitor progress of tasks and prepare progress reports per CDRL A001 requirementsEnsure compliance with all NAVSEA, DON, and DoD cybersecurity policies and procedures Client CommunicationCommunicate effectively with all levels of management both orally and in writingServe as the principal point of contact between NSWCPD and the contractor teamPresent program status, challenges, and achievements to government stakeholdersFacilitate communication between all RMF stakeholders throughout the process Risk ManagementIdentify, track, and mitigate program and technical risksEnsure all security requirements are being met by the teamOversee plan of action and milestones (POA&M) management and resolutionCoordinate responses to cybersecurity findings and incidents Compliance and ReportingEnsure all deliverables comply with contract requirements and applicable government regulationsOversee preparation of all required reports and documentation per contract CDRLsMaintain security clearance and meet all security requirements specified in Section 5 of the PWSEnsure team maintains compliance with security training requirementsMinimum Qualifications Including Certificates:Must be a US CitizenActive Secret security clearanceBachelor's degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering & mathematics (STEM) degree from an accredited college or university OR Project Management Professional Certification (PMP)Ten (10) years' experience in managing a team in information technology while serving as the overall program manager and primary interface with customersFive (5) years of experience related to information assuranceExperience with DoD Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF)Demonstrated leadership abilities and strong communication skillsDesired Qualifications:Experience with Navy cybersecurity programs and processesFamiliarity with NIST Special Publications and DoD cybersecurity instructionsExperience with eMASS, VRAM, and other DoD cybersecurity systemsKnowledge of Navy and DoD organizational structureAAP StatementWe are proud to be an Affirmative Action and Equal Opportunity Employer and as such, we evaluate qualified candidates in full consideration without regard to race, color, religion, sex, sexual orientation, gender identity, marital status, national origin, age, disability status, protected veteran status, and any other protected status.
