This role is ideal for a collaborative, knowledgeable professional who is passionate about workforce development, accessibility, and helping job seekers overcome barriers to employment. Position Summary The Disability Resource Coordinator (DRC) supports Capital Workforce Partners and the American Job Center system in improving employment and career pathways for individuals with disabilities. The DRC serves as a subject matter expert, internal resource, partner liaison, and program coordinator to strengthen the North Central Connecticut workforce system’s capacity to serve customers with disabilities. This position identifies benefit programs, facilitates connections with community and workforce partners, supports accessibility and inclusion efforts, and coordinates services that help individuals enter, re-enter, and remain successfully engaged in the workforce. Responsibilities Serve as a Subject Matter Expert and Internal Resource Serve as an expert resource to CWP and American Job Center staff throughout the North Central Region regarding federal, state, local, and private programs that support individuals with disabilities in entering, re-entering, and remaining in the workforce. Train CWP and American Job Center staff on available resources and best practices for effectively serving job seekers with disabilities. Conduct annual accessibility audits and ensure facility issues affecting individuals with disabilities are identified and addressed promptly. Provide guidance to American Job Center staff on supportive programs, benefits, and services that support successful workforce participation. Facilitate connections to programs and services that best meet individual customer needs. Facilitate CWP’s Integrated Resource Team process to coordinate and blend services and funding across partners. When appropriate, convene and facilitate team meetings to develop individualized employment plans for job seekers with disabilities experiencing employment barriers. Provide technical assistance to CWP youth programs to support customers in accessing individualized supports, including special education and related services under the Individuals with Disabilities Education Act, to promote successful transition to adulthood. Facilitate the Ticket to Work Program Serve as the primary staff person for CWP’s Employment Network. Conduct outreach and recruitment activities for the Ticket to Work program. Coordinate referrals from community service providers and other organizations and agencies. Assign and track Tickets for Social Security Disability Insurance and Supplemental Security Income beneficiaries. Provide ongoing services, case management, and support to Ticket holders as they progress toward their employment and career goals. Develop and Maintain Partner Relationships Build linkages and collaborate with employers, employer organizations, Chambers of Commerce, CWP staff, and American Job Center business services teams to promote the hiring and retention of individuals with disabilities. Serve as a resource in preparing grant applications to local, state, and federal agencies to enhance services for individuals with disabilities in the North Central Region. Serve as a liaison to the Bureau of Rehabilitation Services and other state agencies. Collaborate with designated Equal Employment Opportunity Officers at CWP and contracted providers to ensure facilities, services, programs, and equipment are accessible to individuals with disabilities, including availability of publications and materials in alternative formats. Represent CWP on local and state committees, task forces, and working groups related to disability services, accessibility, workforce inclusion, and community resources. Perform other duties as assigned. Qualifications The ideal candidate brings a strong commitment to workforce inclusion, customer-centered service, and partnership-based problem solving. Successful candidates will have experience working with individuals with disabilities, knowledge of workforce and human service systems, and the ability to train, coach, coordinate, and collaborate across multiple stakeholders. Counseling, coaching, training, and facilitation skills. Strong oral and written communication skills. Ability to be flexible, creative, and solution oriented. Experience working effectively with diverse populations. Basic computer literacy, including word processing, presentation tools, web-based applications, and database programs. Knowledge of workforce development programs, disability-related services, accessibility requirements, and community resources, including: Workforce Innovation and Opportunity Act programs, including Adult, Dislocated Worker, and Youth programs. Nondiscrimination and equal opportunity requirements. Disability-related legal requirements, including Section 504 of the Rehabilitation Act, applicable provisions of the Americans with Disabilities Act, and Ticket to Work requirements. Workforce investment boards, partner agencies, and related program operations. Vocational rehabilitation services provided through the state Bureau of Rehabilitation Services. Mental health, human service, assistive technology, transportation, housing, TANF, and welfare-to-work resources. Education And Experience Bachelor’s degree in public administration, business, social science, social work, or another applicable field of study; equivalent relevant work experience may be considered. Five or more years of experience working with employment and training or human service programs, with emphasis on working with individuals with disabilities. Previous experience with the North Central Connecticut workforce system is highly desired. Experience preparing and delivering written and oral presentations and reports using both data and narrative sources. Supervisory Responsibility This position does not have supervisory or management responsibilities. Special Working Conditions Fast-paced environment with multiple priorities and frequent deadlines. Requirement to travel to multiple locations. Must have reliable transportation, a current motor vehicle driver’s license, and auto insurance. This position supports Capital Workforce Partners’ Social Security Administration Ticket to Work Employment Network and requires access to Social Security Administration systems and information. Employment is contingent upon obtaining and maintaining a favorable Social Security Administration suitability determination and background investigation in accordance with Social Security Administration security requirements. Employees must successfully complete all required security and suitability documentation, fingerprinting, and clearance activities and obtain a favorable determination within sixty (60) days of hire. Failure to obtain or maintain Social Security Administration suitability approval may result in removal from Ticket to Work duties and/or separation from employment.
