Associate Management Analyst - Controller's Office (Departmental Promotional Only)

The County of San Mateo Controller's Office is seeking a highly motivated Associate Management Analyst to support efficient financial operations and ensure transparency through accounting, audit, and reporting services. Responsibilities Provide financial and administrative support to the Finance and Administrative Division Manager, including budget development, monitoring, procurement, solicitation, and contract management. Assist with financial analysis of departmental claims, receipt distributions, and support daily operational tasks such as vendor payments. Coordinate validation and approval of departmental invoices for payment. Prepare OFAS Accounts Payable, Cash Receipts, and Journal Entry batches. Monitor the status of contracts and purchase orders. Represent the department in professional meetings. Assist in developing and implementing administrative and operational procedures. General Administration and Operational Support Serve as backup for the Controller’s Administrative Assistant and perform front desk duties. Oversee Fiscal Office Specialist admin and fiscal duties as needed. Provide operational support to the Finance and Administrative Division Manager. Provide a review of the work of others, where applicable. Exercise sound and independent judgment. Other duties as assigned. Financial Support Support budget analysis, monitoring, and reporting. Monitor the Controller’s Job Ledger accounts. Provide support for Mid-Year and Year-End Financials and closing. Assist with data collection and analysis for the Countywide Cost Allocation Plan. Assist with data collection, review, and analysis for SB-90 cost reimbursement. Assist with submission of state, county, court, and state agency transfers to the State Treasurer. Monitor payment status of Service Level Agreements. Procurement Support Prepare contracts, purchase orders, and other procurement documents. Maintain and monitor purchase order and contract lists for expirations, encumbrance balances, and insurance terms. Education and Experience Equivalent to graduation from an accredited four‑year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience at the Associate Management Analyst level. Any combination of training and experience that provides the required knowledge and skills is considered qualifying. Knowledge of Project and/or program management, analytical processes, and report preparation techniques. Organizational and management practices for program evaluation and policy implementation. Mathematical and statistical computations. Research and reporting methods. Modern office practices, computer equipment, and applications. English usage, grammar, spelling, and punctuation. Public administration and county management principles. Funding sources, grant disbursement, and record‑keeping procedures. Customer service techniques with the public, vendors, contractors, and County staff. Abilities Develop goals, objectives, policies, procedures, and work standards. Coordinate programmatic, administrative, and fiscal reporting activities. Use independent judgment and personal initiative. Conduct research on a wide variety of administrative topics. Evaluate and develop improvements in operations and procedures. Prepare clear and concise reports and correspondence. Interpret and ensure compliance with federal, state, and local laws. Maintain filing and record‑keeping systems. Organize and prioritize projects and tasks, meeting deadlines. Operate modern office equipment and software. Communicate effectively in person, over the phone, and in writing. Build positive working relationships. Plan, organize, and execute assignments with minimal direction. Analyze, interpret, summarize, and present information effectively. Use tact, initiative, and independent judgment.
