Duties
This is an Essential-Employee Position. The employee may be required to report to work on days when the federal government and the AOC are closed due to inclement weather situations and other emergency situations.
The individual selected for this position will:
Contract Administration and Oversight for Senate Food Services:
Manages contractor compliance with United States (US) Senate contracts for food service, operations and catering services to ensure all performance requirements are met including the delivery of a quality customer experience through high quality service standards, operational readiness and maximum visitor flow in a safe and secure environment.
Performs regular and periodic inspections of operational units to observe quality of service; food appearance and quality; merchandising and cleanliness; sanitation of areas, equipment; and server appearance.
Provides daily oversight of US Senate food service contracts, including restaurant operations, catering, vending and events. Serves as a primary or alternate agency Contracting Officer's Representative (COR) for the performance of outsourced food service operations.
Independently conducts performance assessments through methods including site visits, contractor reports, correspondence and telephone conversations to ensure timely compliance of applicable contract clauses, such as those related to small business, patent rights, labor laws and/or progress reports.
Food Service Delivery Practices:
Provides comprehensive government oversight for all Senate food service events.
With assistance from the supervisor, develops executive communication, presentations and briefings with attention to detail.
Develops data driven presentations, using charts, graphs, other visual aids to convey complex analytical presentations, and oral briefings to address questions, requests and recommendations on restaurant contract status and actions.
Evaluates contractor food service operations, identifies areas for improvement, recommends changes to processes to increase effectiveness and efficiency while utilizing program management principles.
Administrative and Finance Compliance:
Provides recommendations for authorization to make payments to contractors for services provided.
Validates contractor invoices and cost estimates based on services delivered.
Evaluates requests from contractors for government maintenance services or equipment and keeps inventories of government furnished equipment up to date.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-11 grade level in the Federal service. Specialized experience is defined as having 3 of the 4 following:
- Managing contractor food service, operations and catering services requirements. (ex: delivery of a quality customer experience)
- Reviewing, assessing and analyzing contract invoices and reports.
- Serving as a primary or alternate Contracting Officer's Representative (COR) for the performance of outsourced food service operations.
- Preparing detailed reports, presenting findings and actionable recommendations to senior management.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service.
Specialized experience is defined as having 4 of the 5 following:
- Managing contractor food service, operations and catering services requirements. (ex: delivery of a quality customer experience)
- Reviewing, assessing and analyzing contract invoices and reports.
- Serving as a primary or alternate Contracting Officer's Representative (COR) for the performance of outsourced food service operations.
- Preparing detailed reports, presenting findings and actionable recommendations to senior management.
- Providing recommendations for optimization of resources which support and enhance the strategic plan and vision.
Education
A bachelor's degree or higher is desirable but not required.
