Budget AnalystOpen Until FilledGeneral Description: Provides budget advice and analysis to help departments, the Governor, and the Legislature in their deliberations on state resource allocations. Develop a biennial standard budget, exception budgets, and final compilation of requested budget; perform budget analysis, preparation, and monitoring including analysis of state statutes, rules, and policies providing the basis for the Governor's budget recommendations and final legislative appropriation. Assist & Analyze and resolve technical budget problems; research and make recommendations on administrative, management and procedural practices; prepare logical, comprehensive, concise reports and correspondence, and presentations of conclusions and recommendations; research thoroughly; review and monitor assigned state department revenues, expenditures, analyze status of monthly payroll transactions, monitor encumbrances from all funding sources and provide state officials, department directors and their staff with estimates, advise and make recommendations based on the analysis of current and future revenue and expenditure trends; be proactive in analysis of problems, causes and development of solutions; establish and maintain effective and cooperative internal and external working relationships; use computer, software packages and related peripheral equipment; prioritize work efficiently; prepare and analyze financial and statistical data; effectively represent the department to other departments, agencies and the public; make effective presentations of conclusions and recommendations orally and in writing.Working for the State of Wyoming offers more than a paycheck. Analyze, monitor, and track state legislative actions for fiscal and programmatic impacts; consult legislators, department directors, and/or their staff.Utilizing the Internet Budget Analysis and Reporting System (IBARS), prepare narrative, graphical, and statistical reports for supplemental or biennial budgets containing budget recommendations and fiscal solutions for use by the Governor, Legislature, and state agencies.Analyze proposed legislation to determine funding impact on department programs and legislative budget directives, and establish policies for carrying out directives.Work closely with other analysts in building the Statewide Cost Allocation Plan (SWYCAP) as well as the Cash Management Plan (CMIA) and be the National Association of State Budget Officers (NASBO) contact for the State of Wyoming.Review and monitor assigned department revenues and related federal financial tracking and monitoring using computer software to develop and maintain databases and spreadsheets, and prepare correspondence and other written materials.Process requests to Revise Approved Budget/Authorized Employees (B-11's) submitted by assigned departments, perform analysis, and determine an approval/denial recommendation to the Governor or assigned representative.Analyze, monitor, and track federal legislative actions for fiscal and programmatic impacts; consult legislators, department directors, and/or their staff when federal action exceeds standard business operations. Examples are sequestration, one-time federal funding allocations, etc.Prepare and deliver written and oral reports to agencies, boards, and commissions, and make recommendations to assist with the development of actions to identify and correct the problems.Prepare and deliver budget preparation guidance to agencies, boards, and commissions based on the Governor's or federal supplemental financial guidance.
