Job Description
The Access to Justice Resource Center (AJRC) is an innovative space dedicated to helping self-represented parties navigate the legal system by providing legal resources and information. The Director oversees the operations of the AJRC. The Director is responsible for the identification, coordination, and implementation of strategies, initiatives, and best practices to provide a fair, respectful, and dignified court experience for court users. The Director also manages interpretation services and handles requests from the public for ADA accommodations. The ideal candidate is expected to have a track record of success in promoting access to justice and the ability to work with a team of other legal service professionals.
The Director is expected to have or rapidly develop a thorough knowledge of court organization, office practices, and to make decisions dealing with the public and employees in collaboration with Court Administration. Information obtained during the performance of these duties may be confidential or private in nature. As a representative of the Circuit Court, it is imperative that a high degree of judgment, tact, and diplomacy be exercised, and a professional demeanor always maintained.
The specific tasks and essential functions of the position are subject to change as the position develops. The Director reports directly to the Court Administrator but is ultimately accountable to the County Administrative Judge.
Essential Job Duties
- Manages the day-to-day operations and staff of the AJRC.
- Assists in the preparation, design, redesign and development of procedures, business practices, forms, and automated support in accordance with applicable law to implement and promote effective practices.
- Develops partnerships to facilitate relationships between the Court and the community.
- Prepares statistical reports for submission to the Administrative Office of the Court as requested.
- Prepares specific materials for ongoing initiatives.
- Creates and design professional development opportunities.
- Collects, analyzes, maintains, and disseminates information about evolving best practices aimed at the recruitment, hiring, retention, professional development, and promotion of diverse and inclusive talent.
- Assists judges, attorneys, members of the public, and court personnel with questions and concerns regarding access to justice.
- Attends and participates in meetings to discuss various court-related issues.

Qualifications
Graduation from an accredited college or university with a bachelor's degree plus five years of experience in a court or legal setting, management, customer service, or a related field. Ability to work full-time standard court work schedule of 8:30 a.m. to 4:30 p.m. (Monday through Friday) with flexibility to accommodate any necessary early or late meetings. Ability to work independently and have a high level of interpersonal skills to handle sensitive and confidential situations. Ability to investigate and draft correspondence related to the operations of the AJRC. Ability to identify and solve problems, including analyzing, evaluating, developing, and implementing policies, procedures, and programs designed to provide maximum efficiency at minimum cost. Ability to prepare concise and comprehensive reports, both orally and in writing. Ability to attend meetings, serve on committees, or perform other assignments at locations inside or outside the courthouse. Ability to prepare presentations and speak to court personnel and the public. Ability to handle changing priorities in a fast-paced environment and maintain a professional demeanor when dealing with court personnel and the public at all times. Excellent written and oral communication skills with internal and external contacts at all levels. Advanced knowledge of Microsoft Office Suites. Knowledge of and ability to apply standard office practices and procedures. Ability to develop and maintain collaborative and professional working relationships with court personnel and the public. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Conditions of Employment
This position is a non-merit unclassified position with the Circuit Court for Baltimore County and is subject to the personnel policies and procedures adopted by the Court. Physical and Environmental Conditions The work of this classification is essentially sedentary but may include occasional walking, standing, lifting of boxes, or other limited physical activities. Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.

Employee Assistance Program Our Employee Assistance Program provides confidential and professional assessment and referral assistance for employees and eligible dependents in the household who are experiencing personal problems that may be affecting work performance, job satisfaction, or overall quality of life. Health Insurance In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include: Medical, Prescription, Dental and Vision insurance. Flexible Spending Accounts Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs. Life Insurance In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week. Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions. Paid Leave Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement. Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally. Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday. Baltimore County Employees Federal Credit Union Membership in Baltimore County Employees Federal Credit Union offers a full range of savings programs, loans, checking, direct deposit, payroll deduction, savings bonds, and other financial services. Direct Deposit Payroll through direct deposit to the financial institution selected by employee is required. Deferred Compensation Nationwide Retirement Solutions offers a 457 retirement plan allowing for payroll contributions of tax deferred dollars to investment options of your choice.
