Benefits Specialist

The City of Fayetteville is currently recruiting for a Benefits Specialist to perform a variety of paraprofessional and technical work involved in the administration of the City's human resource programs. Work is high volume and fast paced. The successful candidates must possess good time management, attention to detail, critical thinking skills and the ability to multi-task.

Essential duties and responsibilities include:

1. Participate in the operations, services and activities of the Human Resource Development Department including benefits administration.
2. Facilitate new hire benefit orientation. Process new enrollments for benefit programs and qualifying changes during the plan year. Process all required actions in HRIS and/or vendor systems. Process and maintain accurate records of separating employees, including retirees. Assist with preparing and processing death benefit claims. Out-process employees. Assist with open enrollment on an annual basis.
3. Provide responsible staff assistance to the Human Resource Development Department; prepare and present reports and other necessary correspondence related to an assigned area.
4. Compile, compose, prepare, type and distribute a variety of documents, letters, memorandums, statistical reports, notices, employee and applicant statistics, forms, etc.
5. Interpret and explain policies and procedures for assigned area; respond to requests for information and assistance from employees, management staff, outside agencies and the general public.
6. Make recommendations for improving the operational efficiency of the Human Resource Development Department; develop and recommend policies and procedures.
7. Receive and update employee records.
8. Maintain and modify the HRIS for assigned area; assist with evaluating and assessing new software products.
9. Assist with monitoring procedures for assigned area to ensure compliance with federal, state and local codes, laws and regulations.

Minimum qualifications include:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible experience in human resource administration or a related field. Training: Equivalent to an Associate's degree from an accredited college or university with major course work in business administration, human resource management, public administration or a related field.

Licensing & certifications: None. Telework: This position may be eligible for telework. The selected candidate and supervisor will assess the potential for telework options and, if approved, will identify an appropriate schedule between remote and in-person work. Because of the potential option to telework, the selected candidate will need to have the ability to work remotely (which includes, but is not limited to: reliable phone, internet, secure confidential materials, etc.); city will provide laptop and other necessary tools required.

From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview and skills testing which may include, but is not limited to, Microsoft Excel, Outlook, Data Entry and Reading Comprehension with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
