***** This is an in-office position***** The Broward County Board of County Commissioners is seeking qualified candidates for a Purchasing Manager position for one sourcing section in the Purchasing Division: Operations (for variety of commodity and service procurements, such as food, furniture, materials and supplies. The Broward County Purchasing Division is responsible for procurement of goods, services, construction, and professional services for over 60 different agencies of the Board of County Commissioners. As a centralized purchasing agency, the Division is responsible for:
General Description:
Administrative and supervisory work coordinating the procurement operations of the County's central purchasing system. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field. Requires six (6) years in a centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control.
Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.
Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents.
Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority.
Actively participates in meetings at various levels regarding potential, planned and in progress projects.
Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management.
