Coordinator IV Employee Relations / Title IX

Reports to: Executive Director – Office of Employee Services Pay Grade: 404 Duty Days: 239 Salary Range: $85,893 – 103,487 FLSA Status: Exempt Position Purpose Conducts, leads and facilitates complex investigations into allegations of Title IX violation, student discrimination complaints, and employee discrimination complaints. Builds and maintains record-keeping systems, and provides professional training for campus and department staff to support a culture of equity and accountability in compliance with Title IX regulations and Board Policy DIA. Essential Job Functions Title IX Compliance Management Collaborates with District staff to promote a positive, ethical, and inclusive culture and climate in all District facilities, activities, and sponsored events to ensure a professional work and learning environment compliant with Title IX law and relevant Board policies. Investigates, documents, and prepares the investigation findings responses on behalf of the District to Title IX and Board Policy DIA employee complaint allegations. Consults with District staff, as appropriate, for the management and investigation of Title IX and Board Policy DIA complaints. Leads Title IX student complaints campus liaisons for compliance with Title IX allegation reporting. Collaborates with District staff in the design, implementation, and evaluation of training for supervisors and administrators related to Title IX complaint management. Trains District investigators on Title IX allegation intake, screening, and investigation procedures. Trains and supports the District‑assigned Title IX decision‑maker(s) in understanding their roles and responsibilities. In consultation with District staff leads the work of allegation intake review, case assignment, and formal investigation management. Continuously improves case management systems for tracking, documentation, and compliance reporting. Supports Title IX Athletics Steering Committee; ensures annual or biannual student sports interest surveys are distributed and collected for analysis and recommendations by the Title IX Athletics Steering Committee. Performance Management Supports supervisors and leaders in communicating verbally and in writing workplace expectations with employees related to Title IX and Board Policy DIA compliance. Supports supervisors and leaders in establishing employee behavior patterns that align their goals with the organization’s mission, values, and goals. Supports employee relations through improving communication throughout the organization. Researches, plans, and implements best practices related to primary duties and responsibilities. Participates in appropriate professional learning activities related to primary job functions. Summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities. Maintains a thorough knowledge of all pertinent federal, state, local, and District policies and procedures concerning administrative services issues. Professional Growth Researches, plans, and implements best practices related to primary duties and responsibilities. Participates in appropriate professional learning activities related to primary job functions. Summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities. Maintains a thorough knowledge of all pertinent federal, state, local, and District policies and procedures concerning administrative services issues. Safety Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition. Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor. Leadership Responsibilities Ensure the timely completion of Title IX and discrimination investigation reports in accordance with Board policy and alignment with District Priorities. Collaborates with both the OPS and OES Directors to manage investigator workloads across departments. Assigns and leads all Title IX and Board Policy DIA/EEO investigations, ensuring equitable distribution and alignment with team expertise. Supports oversight of Board Policy FFH investigations of discrimination (excluding disability‑based cases handled by the 504 Coordinator). Maintains records of FFH disability case outcomes and assists the District's 504 Coordinator and Director in developing investigative skills and procedures. Knowledge, Skills & Abilities Knowledge of applicable federal and state laws regarding discrimination, as well as District policies and procedures. Knowledge of general and education employment law and hearing procedures. Knowledge of selection, training, and supervision of personnel. Skill in giving full attention to what other people are saying, taking time to understand the points communicated, asking questions as appropriate, and not interrupting at inappropriate times. Skill in researching and writing, with a strong knowledge of business correspondence formatting, including language, grammar, and punctuation. Skill in public relations, organizational systems development, communication, and interpersonal relationships. Ability to develop and support systems and resources for District supervisors' responsibilities related to primary functions of Administrative Services. Ability to exercise discretion regarding matters of a sensitive or confidential nature. Ability to work effectively in collaborative teams, including teams from other departments. Ability to analyze and prepare documents, reports, and corresponding. Ability to implement policy and procedures. Ability to handle difficult and stressful situations with professional composure. Ability to organize and coordinate work, including maintaining attention to detail and quality, and prioritizing work while meeting multiple deadlines. Ability to use software to access databases, email, create spreadsheets, and do word processing. Ability to prepare oral or written communications, such as presentations, reports, memoranda, letters, and so on. Ability to engage in self‑evaluation with regard to performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work. Ability to design and deliver training programs across diverse staff groups. Ability to build and maintain case management systems. Ability to lead cross‑functional teams and collaborate with external agencies. Travel Requirements Travels to school district buildings and professional meetings as required. Physical & Mental Demands, Work Hazards Tools/Equipment Used: Standard office equipment, including computers and peripherals. Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of a mouse; occasional reaching. Lifting: Occasional light lifting and carrying (less than 15 pounds). Minimum Required Qualifications Education: Bachelor’s degree from an accredited college or university is required; Master’s degree from an accredited college or university is preferred; Major in English, Psychology, Criminal Justice, Human Resources Management, or Labor Relations preferred. Certification/License: Ability to complete required Title IX coordinator training course within 30 days of employment if not previously certified. Experience: Required: Three (3) years experience as a K‑12 district‑wide Title IX coordinator, and/or Title IX complaint investigator, and/or a school district employee misconduct investigator; or Three (3) years experience as a K‑12 campus administrator responsible for student misconduct investigations; or Three (3) years of experience investigating allegations of child abuse with a law enforcement or other public entity; or Any combination of the above experience totaling three (3) years. Preferred: Experience as a campus administrator. Experience supporting, monitoring and improving large‑scale compliance systems and stakeholder engagement. Language: Bilingual (English/Spanish) preferred.
