Outreach and Shelter Program Manager

Description The Outreach and Peer Support Program Manager is responsible for a team of individuals focused on identifying, engaging and supporting unhoused or precariously housed individuals. This position works collaboratively with a multi-disciplinary team of ACCESS staff as well as community partners to support individuals towards achieving housing stability. This position manages the outreach team as well as ACCESS shelter programs. This position will work within an office environment and may travel frequently within Jackson County. Position Duties & Responsibilities Lead efforts to identify individuals experiencing houselessness through direct outreach activities, reports/referrals from shelters, police, churches, social service providers and others. Create, implement, maintain and support adherence to referral processes intended to effectively and meaningfully connect services and resources to participants. Establish and maintain positive, productive working relationships with community partners including, but not limited to mental health programs, shelter programs, police (and other local officials), and providers of population-specific services and resources. Participate in appropriate workshops, training, and meetings as directed. Deliver presentations to educate others and create awareness about ACCESS programs as required. Maintain and review documentation include program manuals, client records, activity logs, mileage logs, and other reports as directed. Take appropriate action to deal with emergency situations within the scope of work and in alignment with ACCESS policies and procedures. Work with Program Leadership to set and obtain goals for Outreach, Intake, and Shelter services and programming team Implement annual program budget and track spending and metrics within program. Directly supervise program supervisors and employees to ensure a high quality of participant service delivery is achieved in alignment with ACCESS mission and values and in compliance with grant requirements. Support day-to-day operations of outreach, intake, and shelter activities with a focus on consistency and fostering a positive work culture. Oversee ACCESS Medford Severe Weather Shelter ensuring effective operations during activations. This may require hours outside of regular working hours including, but not limited to evenings, overnights, weekends and holidays. Position Requirements Belief in ACCESS’ mission to help people help themselves. Master’s degree in social services or similar field; the equivalent of work experience in social service leadership may be substituted. Minimum of 5-year supervisory experience in a similarly complex environment. Ability to provide training, orientation, consultation, and guidance to client-facing staff who serve a highly vulnerable population. Must be certified in Peer Mentorship or be willing to obtain certification within one year of employment. Must complete crisis intervention training within one year of employment. Ability to maintain patience and tact when dealing with confused and/or defensive individuals as needed to provide information or instruction. Ability to interact effectively with a variety of individuals and groups from varying educational, ethnic, and socioeconomic backgrounds to include listening, sensitivity to the other's feelings, needs, point of view, tact, and courtesy in expressing opinions or ideas. Projecting a positive image of ACCESS and recognizing opportunities to enhance community relations. Ability to work flexible hours. Willingness and ability to adjust to changing conditions or priorities. In addition to working in a typical office environment, the Outreach and Peer support Supervisor will be required to work in areas inhabited by unhoused individuals or families, to include working in unmaintained environments and dealing with persons who may become difficult or irate. Must be willing to work in poor weather. Proven ability to consistently provide ideas opinions, or information in an articulate, professional way. Ability to actively listen to others and demonstrate understanding of other points of view. A valid Oregon Driver’s license with a record that is acceptable under ACCESS’ insurance policies.
