Visit the State of Colorado for Classified employment opportunities. \n Under the direction of the Vice President of Administrative Services/Chief Financial Officer (VPAS/CFO), and within a progressive responsibility and delegated authority model, the Associate Vice President of Administrative Services (AVPAS) provides strategic leadership and operational oversight for assigned non-academic and administrative functions.\n\n The AVPAS assists the VPAS/CFO in the leadership and coordination of the College's financial and administrative operations, which may include Budget & Business Services, Financial Services, Auxiliary Services, Information Technology and Support Services (ITSS), Campus Police, Procurement & Contracts, Facilities, Foundation Finance & Operations, Capital Projects, and other areas as assigned.\n\n This position supports financial and administrative planning, budget development and management, regulatory compliance, internal controls, risk management, institutional effectiveness, and responsible stewardship of college resources. The AVPAS analyzes financial and operational information, develops recommendations, leads or participates in cross-functional initiatives, and supports implementation of college priorities and strategic objectives.Leadership Profile\n The successful candidate will demonstrate:\n • Strategic Leadership: Ability to connect financial and administrative operations to institutional priorities, long-term planning, and organizational effectiveness.\n • Financial Acumen: Strong understanding of budgeting, financial analysis, forecasting, resource allocation, internal controls, and fiscal accountability.\n • Operational Effectiveness: Ability to oversee diverse functions, identify opportunities for improvement, and promote efficient and responsive services.\n • Collaboration and Communication: Ability to build productive relationships and communicate effectively with financial and non-financial audiences.\n • Judgment and Stewardship: Demonstrated integrity, discretion, sound judgment, accountability, and commitment to responsible management of institutional resources.\n • Service Orientation: Commitment to responsive, accessible, and high-quality service that supports students, employees, and the College community.\nDuties & Responsibilities:\n1. Provides leadership and oversight for assigned Administrative Services functions and supports the VPAS/CFO in the planning, implementation, and evaluation of college administrative operations.\n 2. Coordinates activities across Administrative Services to promote effective communication, collaboration, accountability, efficiency, and continuous improvement.\n 3. Assists in developing and implementing divisional goals, policies, procedures, internal controls, performance measures, and operational standards consistent with college priorities and applicable requirements.\n 4. Participates in the development and administration of annual budgets, grants, capital resources, and multi-year financial plans, including monitoring expenditures, forecasting resource needs, and recommending adjustments.\n 5. Supports management of the College's all-funds budget and financial planning processes, including analysis of financial trends, resource allocation, and long-term sustainability.\n 6. Serves as a financial and administrative advisor to the VPAS/CFO, providing analysis and recommendations regarding financial performance, resource needs, operational issues, and institutional priorities.\n 7. Assists with annual financial audits, compliance reviews, reporting requirements, and other College, state, system, or regulatory deliverables.\n 8. Monitors compliance with applicable federal, state, local, Board, system, and College policies, procedures, and regulations and assists with implementation of required changes.\n 9. Supports risk management and internal control activities, identifying potential financial and operational risks and recommending appropriate mitigation strategies.\n 10. Leads or participates in institution-wide initiatives and special projects, including cross-functional process improvement, organizational assessments, and strategic initiatives.\n 11. Prepares, reviews, and presents financial and administrative information, including reports, executive briefings, Board materials, presentations, and project deliverables.\n 12. Represents the VPAS/CFO and Administrative Services at College, system, Board, committee, community, and external meetings as assigned.\n 13. Promote effective and responsive administrative services through collaboration with faculty, staff, students, executive leadership, system and state representatives, vendors, and other stakeholders.\n 14. May exercise delegated authority on behalf of the VPAS/CFO and may serve as Acting Vice President of Administrative Services during the VPAS/CFO's absence.\n 15. Performs other related duties as assigned consistently with the scope and responsibilities of the position.\nKnowledge, Skills, and Abilities\n• Comprehensive knowledge of fiscal management, budgeting, financial analysis, forecasting, internal controls, compliance, and resource allocation.\n • Basic understanding of administrative functions within a complex organization, including Facilities, Capital Projects, ITSS, Campus Police, Procurement & Contracts, Auxiliary Services, Foundation Finance & Operations, Budget, and Financial Services.\n • Proficiency with financial and accounting ERP systems, institutional data and reporting platforms, Microsoft Office, and related business applications.\n • Ability to analyze complex financial and operational information and develop sound recommendations.\n • Ability to communicate financial, operational, and regulatory information clearly to both financial and non-financial audiences.\n • Strong organizational, analytical, problem-solving, decision-making, and project management skills.\n • Ability to manage competing priorities and complex projects while meeting deadlines and organizational objectives.\n • Ability to exercise sound judgment and discretion when addressing complex or sensitive issues.\n • Demonstrated ability to develop effective working relationships across organizational levels and functional areas.\n • Ability to navigate differences effectively and respectfully in the workplace.\n • Adhere to college policies and procedures.Minimum Qualifications:\n• Master's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field from an accredited institution.\n • Seven years of progressively responsible management and supervisory experience, including responsibility for multiple departments, programs, or functional areas.\n • Five years of progressively responsible experience in fiscal management, accounting, budgeting, and reporting.\n • Five years of experience developing, administering, and monitoring a budget of $75 million or more within a complex organization involving multiple funding sources or funding mechanisms.\n • Demonstrated experience providing financial analysis and administrative recommendations to executive leadership.\n • Demonstrated effective written, verbal, interpersonal, and presentation skills.\n • Demonstrated proficiency with Microsoft Office applications, including advanced Excel skills and ERP platforms.\n Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.\nPreferred Qualifications:\n• Certified Public Accountant (CPA) or other relevant professional certification or credential.\n • Five years of experience developing, administering, and monitoring a budget of $100 million or more within a complex organization involving multiple funding sources or funding mechanisms.\n • Experience in a community college, public higher education institution, or similarly complex public-sector organization.\n • Experience working across multiple Administrative Services functions such as Facilities, Capital Projects, ITSS, Campus Police, Foundation Finance & Operations, Budget, Procurement & Contracts, Financial Services, and Auxiliary Services.\n • Experience with all-funds budgeting, multi-year financial planning, capital planning, grants, or other complex funding environments.\n • Experience with enterprise resource planning (ERP), institutional data, analytics, and reporting systems such as Banner, Workday or other similar platforms.\n • Experience preparing and presenting complex financial or operational information to executive leadership, governing boards, committees, or other non-financial audiences.\n • Experience leading cross-functional initiatives, organizational assessments, process improvements, or institutional effectiveness efforts.\nSelection Process:\nFor full consideration, all application materials must be received by 4:00 p.m. on September 24, 2026. \n Pikes Peak State College reserves the right to close the job posting once a sufficient applicant pool has been obtained. \n Must be a State of Colorado resident or able to relocate to Colorado prior to first date of employment.\n Visa support is not available for this position.\nApplication Instructions: \nPikes Peak State College will conduct reference checks and a criminal background check on the selected candidate.
