Job Summary: Reporting to the EVP of Project Execution, the Project Manager leads Forum’s contracting and procurement strategy across its charging depot portfolio, from late-stage development through commercial operations. This role owns the formation, negotiation and administration of Forum’s Engineering, Procurement and Construction (EPC) contracts and related agreements, and manages procurement from sourcing strategy through award, delivery and closeout. Working closely with Engineering, Construction and Operations, the Project Manager ensures contracted scope is delivered on schedule and within budget, with risk and performance managed in line with Forum’s cost control, scheduling and document control requirements. Success in this role requires deep expertise in construction and commercial contracts, procurement strategy, risk allocation, and infrastructure/energy project delivery models. Candidates must have prior professional project management experience in construction, energy, or infrastructure, including significant hands‑on experience drafting, negotiating and administering contracts and leading procurement for capital projects, with familiarity across the project execution timeline from late stage development through operations. Well-qualified candidates will also have a firm grasp of procurement strategy, contractor/vendor selection, risk allocation, and claims management. We are creating a new asset class; successful candidates will have a passion for learning new markets and flexible problem solving. This role will play a leading part in standing up contracting and procurement practices in one or more new markets, adapting contract structures and risk allocation to the distinct requirements of HD and AV depot formats Contract Negotiation & Administration: Manage, draft, review, and negotiate contracts across the project lifecycle — EPC, EPCM, O&M, MSAs, design‑build, subcontracts, and vendor/supplier agreements. Procurement & Sourcing Strategy: Formulate procurement and sourcing approaches aligned with project needs; lead RFP/RFQ processes and contractor/vendor evaluation and selection; manage pre‑award activities and tender clarifications. EPC Contract Management and Development: Coordinate and manage Forum’s existing EPC contracts per project as assigned. This also includes management of the engineering and procurement accounts to support the Project Development and Execution departments. Contract Compliance & Performance Monitoring: Monitor contractor and vendor performance against contract terms and service levels; manage contract renewals, extensions, and closeouts; and identify risks and opportunities within project cost plans. Risk, Change & Claims Management: Lead contractual risk assessments; negotiate risk allocation, indemnification, insurance, liquidated damages and warranty terms; manage change orders, claims and disputes. Project Execution Oversight: Partner with Engineering and Construction leads to ensure contracted scope is delivered across each phase: Engineering: Coordinate with Engineering manager to develop site design phases that meet Forum, Partner and Utility requirements. Includes tracking submittals and monitoring of compliance to design. Procurement: Develop procurement strategies to meet design requirements and establish timeline to manufacture, ship and install at site with cost and budget requirements. Construction: Manage the project build and completion to meet Forum’s Safety, Quality, Schedule and Cost standards. Operations: Ensure effective project turnover to O/M team and ensure Operations requirement for punch‑list and warranty items are met. Cross‑Functional Coordination: Collaborate internally with Forum’s internal partners including Development, Operations, Finance and Business Development. Includes relationship development with external stakeholders to further the Forum project execution strategy. Payment & Invoicing Compliance: Support close‑out of project documentation and contractual key milestones. Track contract payment terms and milestone billing schedules, and coordinate with Finance on invoicing and audit compliance. Document Control: Ensure the appropriate aggregation and storage of project documentation according to Forum’s established protocol. Develop documentation control programs to support leadership directives for growth. Qualifications: Experience: 5–8+ years of project management experience on construction, energy, utility or infrastructure capital projects, including at least 3 years directly leading contract negotiation and procurement (e.g., EPC, design‑build, major equipment supply). Procurement Track Record: Demonstrated success running competitive RFP/RFQ processes and negotiating long‑lead equipment supply agreements (e.g., chargers, switchgear, transformers). Education and Industry Knowledge: Solid understanding of contract types (lump‑sum, cost‑plus, target cost), procurement strategy, and construction/commercial contract law; familiarity with Utility interconnection requirements, and an established history of collaboration with EV charging or renewable energy industry contractors is desired. Risk & Claims Management: Experience conducting contractual risk assessments and negotiating risk allocation, indemnification, and insurance provisions; experience managing change orders and claims is required; dispute resolution experience is a plus. Bachelor’s degree in business administration, accounting, engineering, construction management, or law (a JD, PMP, or master’s in a technical field is preferred); Communication & Presence: Strong negotiation and communication skills with the ability to coordinate with diverse teams; remote experience preferred. Analytical Skills: Strong financial acumen; comfortable reviewing P/L reports, pricing models, and cost‑consumption data using tools like MS Excel and contract management/ERP platforms (e.g., SAP, Ariba). Strong problem‑solving skills with experience interacting as both an individual and a team contributor. Strong interpersonal and communication skills with ability to successfully communicate in all situations with internal and external stakeholders. Ability to manage simultaneous projects/work streams, set priorities, and exercise independent judgment. Enjoy the diverse problem solving and uncertainty that developing projects requires. Compensation: Base salary range: $145,000-$165,000 This role includes an annual performance‑based bonus based on individual and company results.
