Safety Specialist

Position Overview The Safety Specialist is a professional‑level class. Under general supervision, incumbents assist in the program administration of the Countywide Safety Program and may serve as either a program staff specialist or a department safety specialist coordinating safety activities within a County department. The role requires a high degree of independence and a thorough knowledge of applicable laws, procedures, and regulations affecting safety operations. Examples of Knowledge and Abilities Knowledge The principles and techniques involved in organizing and conducting a comprehensive safety program. Safety Orders of the Division of Industrial Safety, the State Department of Industrial Relations, the Occupational Safety and Health Act, and other State and federal laws relating to safety and occupational health standards. Principles and techniques of accident prevention. Knowledge of the types of occupations found in public service and the related equipment, operations, and hazards. Statistical methods as applied to safety administration. Safety education and training methods and techniques. Instructional methods, training aids and materials necessary for developing, coordinating, and implementing safety education and training programs. Communication skills and techniques required for gathering, evaluating, and transmitting information. Effective interviewing. Preparation and presentation of oral or written reports and research projects relating to safety and accident prevention programs. Abilities Investigate and analyze accidents and safety hazards, determine proper courses of action, and effectively communicate and implement recommendations. Lead and effectively carry out campaigns for the prevention and reduction of accidents. Detect unsafe conditions and practices. Develop and analyze accident statistics. Train others. Speak and write effectively. Supervise other employees. Employment Qualifications Education: Graduation from an accredited college or university with a Bachelor's degree in industrial engineering, safety engineering, occupational safety and health, or a closely related field. Experience: One year of professional‑level experience in industrial engineering, safety engineering, or occupational safety and health inspection. Substitutions Additional professional‑level experience in industrial engineering, safety engineering, or occupational health and safety inspection may substitute for the college education on a year‑for‑year basis. Four years of experience equivalent to a Safety Technician for Sacramento County. Completion of the University of California at Davis certificate program in Health and Safety plus three years of professional‑level experience. General Qualifications Driver’s License: Possession of a valid Class C or higher California Driver’s License. Physical Requirements: Ability to stoop, kneel, climb, and navigate various terrains; lift and carry up to 50 pounds. Working schedule may include adverse weather conditions and work outside normal hours. Desirable Qualification Certification as an ASP (Associated Safety Professional) or equivalent.
