Overdose Prevention Project Manager

This position provides leadership, coordination, and operational oversight for statewide overdose prevention grant activities within the Overdose Prevention Unit. The role serves as the project manager for federally funded overdose data to action programs. The incumbent provides grant and contract management, implementation oversight, reporting support, and operational alignment activities to support statewide overdose prevention efforts and ensure alignment with state and federal priorities, timelines, deliverables, and reporting requirements. Responsibilities include coordination of strategy meetings and implementation planning efforts, project officer preparation, implementation tracking, support for Annual Performance Reports (APRs) and technical review activities.

The position also serves as grant manager for assigned overdose prevention grants and contracts and is responsible for grantee communication, implementation oversight, financial and programmatic monitoring, site visits, reporting oversight, and ongoing grant management activities. The role provides leadership and coordination for overdose alert response coordination, and support for emerging overdose prevention priorities and special initiatives.

Primary responsibilities include:

• Provide program management, implementation oversight, reporting coordination, and project officer preparation activities related to statewide overdose prevention initiatives and contracts.
• Support operational coordination activities related to overdose alert response efforts, non-opioid pain management initiatives, emerging implementation priorities, and special overdose prevention initiatives.
• Grant and contract management activities for assigned overdose prevention grants/contracts.

Minimum qualifications include three (3) years of experience in public health, healthcare, government, nonprofit, grants management, program administration, project management, or a related field that includes all of the following:

• Experience coordinating complex projects, programs, or initiatives, including developing implementation plans, tracking milestones and deliverables, and ensuring activities are completed within established timelines.
• Experience administering grants, contracts, or other funded programs, including monitoring budgets, work plans, invoices, deliverables, reporting requirements, and compliance with applicable policies or funding requirements.
• Experience building and maintaining partnerships with internal and external stakeholders, including facilitating meetings, providing technical assistance, and coordinating activities across multiple organizations or teams.
• Experience preparing, maintaining, and communicating program documentation, such as reports, implementation updates, tracking systems, meeting materials, or other records used to support program operations and accountability.
• Experience identifying operational, programmatic, or implementation issues and developing or implementing solutions to improve program performance, coordination, or compliance.

A related degree in public health, public administration, business administration, health administration, healthcare administration, project management, nonprofit management, community health, social work, health sciences, or another closely related field will substitute for experience as follows:

• Doctorate or J.D. may substitute for two (2) years of experience.
• Master's degree may substitute for eighteen (18) months of experience.
• Bachelor's degree may substitute for one (1) year of experience.
• Associate's degree may substitute for six (6) months of experience.
