INFORMATION SYSTEMS ANALYST I – EA

Department of Mental Health, Emergency Recruitment (Open Competitive – Emergency). This position supports the County’s response to the homelessness crisis. Applicants may be hired for an initial period of up to 90 days with opportunity for permanent employment. Initial work will be evaluated—those who pass will be considered for permanent appointment. Responsibilities Assist in eliciting and documenting user requirements for new systems and enhancements. Document functional and technical requirements following established procedures. Complete change management documentation and coordinate approvals under guidance. Participate in user interviews, perform workflow analysis, and help define project scope and objectives. Research commercial software to determine products that meet departmental requirements. Analyze solution alternatives, perform cost/benefit analysis, assess risk for go/no‑go and build/buy decisions. Develop systems design documents, feasibility studies for new applications or enhancements. Prepare detailed specifications covering scope, data, algorithms, user functions, forms, reports, workflow, interfaces, security, audit trails, and business continuity. Maintain project plans and coordinate reporting. Develop test scenarios, prepare user acceptance testing documentation, and collaborate with users to conduct testing. Support and maintain existing applications following systems development methodology. Prepare technical documentation, user manuals, and online help. Monitor compliance with IT policies, procedures, and standards. Analyze and resolve application problems. Install software in support of business applications (as needed). Assist in preparation of hardware and software specifications for procurement. Assist in monitoring contractor performance. Minimum Requirements Bachelor’s degree in Computer Science, Information Systems, or a closely related field, OR one (1) year of recent experience in information systems analysis and design within a centralized IT organization. Valid California Class C Driver’s License, or ability to obtain transportation to perform essential functions. Physical Classification Class 2 – Light: Administrative/clerical positions requiring occasional light lifting up to 10 lb, bending, stooping, or squatting, with considerable ambulation. #J-18808-Ljbffr County-of-Los-Angeles
