MANAGEMENT ASSISTANT/EMERGENCY APPOINTMENTS HOMELESSNESS

Position Summary Department of Mental Health is hiring an Emergency Management Assistant to support the County’s response to the homelessness crisis. This is an open‑competitive emergency recruitment that may lead to a permanent appointment after an initial period of up to 90 days. Applicants will be evaluated on performance during the initial work period; those who pass will be considered for permanent appointment. Essential Job Functions Researches information by locating and extracting data from relevant sources (e.g., Internet searches, library materials, government reports, knowledgeable individuals) to provide valid and reliable data for analysis and decision making. Compiles information by grouping and/or categorizing it (e.g., in tables, spreadsheets, data files) in meaningful ways to facilitate analysis. Analyzes information using qualitative and/or quantitative analytic methods to understand information and draw conclusions based on large amounts of data. Develops or recommends the development of programs or policies to address problems or improve operations by applying research findings to ensure the highest likelihood of success. Prepares a variety of documents (e.g., reports, business correspondence, memoranda) using appropriate software programs to communicate information to various audiences. Interacts with a variety of individuals (e.g., vendors, managers, external agency representatives) in meetings, mediating disputes, making presentations, providing advice and/or consultation services to communicate information, share ideas and recommend solutions. Coordinates activities of contractors, consultants, outside agencies to ensure successful program implementation. Monitors processes and programs by gathering and analyzing relevant information to ensure processes are capable, stable, and that programs are proceeding as planned. Evaluates the effectiveness of programs by comparing program outcomes to program goals to determine whether to continue, modify, or discontinue programs. Performs various administrative duties (e.g., creating and maintaining files, formatting documents, receiving, processing, and routing documents) while applying federal, state, and County policies and procedures to ensure compliance. Minimum Requirements A Bachelor’s Degree from an accredited college or university. Preferred degrees include Management, Public Administration, Human Resources, Finance, Economics, or Organizational Psychology. License & Physical Requirements A valid California Class C Driver License or an alternative method of transportation when job‑related essential functions require travel. Physical Class II – Light : Administrative and clerical positions requiring light physical effort, occasional light lifting to a 10‑pound limit, and some bending, stooping, or squatting. Considerable ambulation may be required. Special Requirements Applicants must provide an official diploma, official transcript, or appropriate letter from an accredited institution within seven (7) calendar days of filing. Documents must be in English; foreign‑language documents must be translated and evaluated for equivalency to U.S. standards.
