DEFINITION Under general direction of the Director of Behavioral Health Services, plan, organize, direct, manage, and supervise County of Siskiyou Behavioral Health programs; direct and supervise staff providing mental health and drug and alcohol services; represent Department activities, programs and services with community organizations and other government agencies; oversee clinical, financial and administrative aspects of Department operations; oversee the development of evidence based clinical services and quality assurance systems; and, perform special assignments and related work as required. DISTINGUISHING CHARACTERISTICS This is a top level management classification for the position which has responsibility for assisting in planning, organizing, directing, managing, and supervising programs in behavioral health and alcohol and drugs. REPORTS TO Director of Behavioral Health Services, Director of Health and Human Services Agency CLASSIFICATIONS SUPERVISED Behavioral Health System Administrators, Clinical Services Site Supervisors, Supervising Behavioral Health Specialists Examples of Duties Under administrative direction, assists the Behavioral Health Director in planning, organizing, integrating, and evaluating comprehensive, county-wide mental health and substance use disorder (SUD) / Alcohol and Drug (AOD) prevention, intervention, treatment, and recovery programs; plans, schedules, assigns, directs, and evaluates the daily operations and workflows of multi-disciplinary clinical and administrative staff, ensuring strict adherence to casework, professional clinical standards, and a trauma-informed culture; drafts, negotiates, and monitors complex contracts and service-level agreements with community-based organizations, private services providers, and professional consultants, establishes rigorous network adequacy and fiscal compliance monitoring systems; develops, implements, and interprets departmental policies and procedures, advising staff on the application of complex behavioral health laws, privacy regulations (including HIPAA and 42 CFR Part 2), and California Department of Health Care Services (DHCS) mandates; develops, rationalizes, and manages complex divisional budgets, blending diverse funding streams such as Realignment, BHSA, federal grants, and Medi-Cal allocations; coordinates the collection, interpretation, and analysis of demographic and statistical data to determine shifting community needs, evaluates program effectiveness, and drive long-range departmental planning; ensures absolute operational compliance with legal licensing, facility certification, and Medi-Cal/Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements; maintains vital collaborative relationships with state agencies, local hospital networks, and other county departments; prepares high-level executive correspondence, reports, and Board letters; serves as an expert consultant and liaison for community agencies, advisory boards, and advocacy groups; represents the Behavioral Health Department in a variety of public, professional, and governmental forums; and acts for the Behavioral Health Director in all administrative, clinical, and fiscal matters as assigned. Communicate effectively orally and in writing, including the preparation of clear, concise narrative reports. Ability to prepare documents on a personal computer with a keyboard speed to adequately meet the department standards. Effectively represent the Behavioral Health Department in contacts with the public, community organizations, and other government agencies. Establish and maintain cooperative working relationships. Develop cost reports for Alcohol & Drug Services & Behavioral Health. Typical Qualifications Training and Experience Required A physician licensed in California as a psychiatrist with a minimum of one year of practice and one year of administrative experience. A psychologist licensed in California possessing a doctorate degree in psychology from an accredited university and three years of acceptable clinical psychology experience, two years of which shall be administrative experience. A clinical social worker possessing a master's degree in social work or higher and shall be a licensed clinical social worker and five years of mental health experience, two years of which shall have been administrative experience. A California licensed marriage, family, and child counselor who shall have a master's degree in an approved behavioral science course of study, and five years of mental health experience, two years of which shall have been administrative experience. A nurse with possession of a master's degree in psychiatric or public health nursing and licensed as a registered nurse in California with five years mental health experience, two of which shall have been administrative experience. Additional post-baccalaureate experience in a mental health setting may be substituted on a year-for-year basis for the educational requirements. Special Requirements Possession of a valid and appropriate drivers license. Supplemental Information Typical Physical Requirements Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. Ability to drive a motorized vehicle. TYPICAL WORKING CONDITIONS Work is performed in an office environment; continuous contact with other staff and the public. The incumbent may be required to drive in remote areas of the county in all weather conditions. Note Various bargaining units may have benefits that alter from this general summary. Holidays 12 paid holidays (96 hours) per year, plus 3 floating holidays. Vacation 2 weeks per year during the first five years of service; 3 weeks a year - 5- 10 years of service; 4 weeks a year - 10 plus years of service; Note - accrued vacation leave may not be used until after six months of employment. Administrative Leave Exempt members of this unit shall not receive overtime compensation, but shall be entitled to a total of 60 hours administrative leave annually. Sick Leave Sick leave shall accrue from the date of initial employment at the rate of 3.7 hours per pay period (which is equivalent to 96 hours per years) for regular full-time employees with no maximum accrual. Unused sick leave may be converted to PERS service credit upon retirement. Health Plan See resolution for current plan year. Dental Plan See resolution for current plan year. Vision Plan The County will contribute 100% of the vision premium for eligible employees and dependents. Life Insurance The County will maintain life insurance in the amount equal to two times the gross annual salary. Retirement The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. 2% at 55 years of age and single highest year calculation for final compensation (generally for employees hired prior to 11/02/12) 2% at 60 years of age and highest three year average for final compensation (generally for employees hired between 11/02/12 - 12/31/12) 2% at 62 years of age and highest three year average final compensation (generally for employees hired on or after 1/01/13) Deferred Compensation The County will contribution $70.00 per pay period to the employee's designated deferred compensation program. The additional $50 requires an employee match. Miscellaneous IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
